What you'd do

The Financial Manager serves as the Assistant Chief Financial Officer and assists the Chief Financial Officer, as the facility financial expert, in establishing and maintaining an Integrated Financial Management System. This includes budget, payment, accounting, and managerial/financial reporting. Provides advice to the medical center for directing, evaluating, controlling operations. Direct supervision of Accounting, Technicians, VERA Coordinator, Travel Clerks, and the Agent Cashiers.

Major duties

Duties include, but are not limited: Participates in the overall general management of the various operating programs, is a responsible member of the management team and is relied upon for authoritative advice on all aspects of financial management. Reviews the Status of Funds daily to assure the funds are available for the execution of operating budget. attends formal and informal management sessions and consistently contributes financial advice pertinent to the discussion during all stages of planning, policy formulation and decision-making. Analyzes all components of resource allocation models and informs management of the latest changes and possible effects the changes may have on future operations. Provides the necessary analyses and interpretations to maintain maximum effectiveness, efficiency, and economy. Functions as the principal financial operating officer and advisor. Distributes funds to operational services, analyzes actual experience as compared to established plans and makes projections, and indicates what adjustments in plans are necessary to maintain equitable program balance. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides timely financial advice required to make effective decisions and provide proper program planning, provides policy formulation and decision-making, participates in both short- and long-range planning activities and in this capacity influences decisions and actions that involve scope of programs and overall policies and procedures, assists in implementing processes of budget information, preparations, review, and execution, analyzes all components of resource allocation models and informs management of the latest changes and possible effects the changes may have on future operations, develops a responsive system of reporting general management and financial information, and establishes and maintains a commercial type double entry accounting system and fund control system. You will be rated on the following Competencies for this position: Accounting Operations-Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officers accountability. Analytical Thinking-Solves problems/issues quickly and effectively, involving a methodical step-by-step approach to thinking; breaks down complex problems into single and manageable components and considering each part in detail; Makes a systematic comparison of various alternatives; Notices discrepancies and inconsistencies in available information; Identifies a set of features, parameters, or considerations to take into account. Attention to Detail-Is thorough when performing work and conscientious about attending to detail. Customer Service-Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Computer Skills-Uses computers, software applications, databases, and automated systems to accomplish work. Critical Thinking-Objectively analyzes and evaluates an issue in order to form an opinion/judgment/conclusion; Uses logic and reasoning to research, interpret and apply information such as regulatory and/or procedural guidance; Identifies the strengths and weaknesses of alternative solutions, conclusions or approaches to problems; Integrates information into development of a resolution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Work Environment: The work occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualification is required. Personal Protective Equipment may be required in some work areas frequented by this position. The work is typically performed in an office setting. The work is primarily sedentary. Most areas are well-lit and appropriately ventilated.
