What you'd do

This position is in the Flight Program Operations (AJF) service unit. Serves as Regulatory Compliance Specialist (Team Lead) responsible for reviewing and assessing compliance, implementing and enforcing policies, and taking corrective action when violations are found.

Major duties

Performs multiple, varying and complex assignments under the minimal direction of a manager, relating to compliance, risk management, auditing, or regulatory matters. Acts as principal technical specialist for large AJF work activities in support of a 14 CFR Parts 5/121/135/145 operation. Researches, analyzes, evaluates, and reviews Flight Program Operations administrative service program activities to ensure compliance/consistency with Federal Aviation Administration (FAA) and ATO policies and procedures. Conducts business trend analysis to continually align business practices and activities with customer needs and expectations. Typical assignments include: providing guidance to less experienced professionals; defining and developing internal polices and procedures; predicting potential issues and proposing preventive actions. Provides leadership for highly complex and challenging activities under the minimal direction of the Team Manager. Provides leadership in determining program goals, resource needs, develops processes/procedures, and allocates resources as well as establishes goals and controls to ensure activities meet organizational needs. Approve leave requests up to three days. Applies experience and comprehensive technical knowledge applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Analytical processes to planning, designing and implementing new and improved processes to meet operational requirements. Considers the objectives of Flight Program Operations when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include complex system design and integration; extensive research and analysis; investigation and inspection activities; compliance and enforcement actions; and direct responsibility for project/program management. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Manages projects and work activities in accordance with milestones and goals. Plans, schedules, and conducts analyses/studies of proposed program plans for accomplishing program activities. Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management. Contacts are internal and external. Acts as a central point of contact for official correspondence between Flight Program Operations and its regulatory oversight office. Leads the development and coordination of corrective actions for findings identified during routine surveillance or audits. Monitors and tracks the implementation of corrective actions and reports status to Flight Program Operations leadership and external stakeholders. Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Researches and analyzes a variety of materials; coordinates background information; and prepares issue papers, reports and/or charts to be presented by senior leadership. Consolidates detailed operational data into specified formats, develops statistical charts and graphs, and edits textual material for clarity. Compiles, cross checks, and consolidates tables, exhibits, schedules, and other data in preparation of internal and external reports. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally. Provides guidance to lower-level staff on how to solve difficult technical issues. Performs other duties as assigned.

What you need to qualify

To qualify for this position at the FV-J level, applicants must possess 52 weeks of specialized experience at the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience evaluating business processes, systems, and operations to identify areas of non-compliance or potential exposure to legal or regulatory risks. Experience communicating with technical and non-technical audiences, responding to inquiries or requests for information, and representing the organization in regulatory inspections, audits, and/or enforcement actions. Experience in an aviation environment (e.g. public, private, military) in a role related to compliance, risk management, auditing, or regulatory affairs. Experience facilitating special committees and leading the coordination of projects. Experience with assigning workload and making assignments.
