This vacancy is for a GS-1801-13, Senior Marine Inspector Training Officer located in the Department of Homeland Security, U.S. Coast Guard, SECTOR DELAWARE BAY INSPECTIONS DIVISION in PHILADELPHIA, Pennsylvania.

Major duties

You will serve as a Senior Marine Inspector Training Officer and be responsible for providing technical expertise, supervisory leadership, and continuity of training and qualification for marine inspectors, while managing training records, developing training programs, and acting as a key liaison with the maritime industry for commercial vessel safety. The role includes overseeing marine safety compliance, vessel inspection, pollution prevention, and ensuring proper documentation and evaluation of inspector performance. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Develop and maintain written unit-level MI/PSCO training program guidance and procedures aligned with Coast Guard directives, establish qualification goals and timelines, and track trainee progress toward MI/PSCO certification or recertification. Chairing the unit MI/PSCO Qualification Board, recommending qualification of personnel to the unit's MI/PSCO certification authority after verification of completion of relevant Personal Qualification Standards (PQS) and other industry parameters.. Serving as Lead Auditor or Audit Team Member for internal (first party) audits of Mission Management System (MMS) procedures and work instructions for the Prevention Department. Serving on national-level collaborative MI/PSCO training standardization or improvement projects in furtherance of the goals of the Marine Safety Enhancement Program. Performing as a subject matter expert for various marine inspections areas: technical reviews of vessel's plans, instruct and conduct all inspections required on vessel navigation; instruct and conduct all inspections of vessel's hull; instruct and conduct all inspections needed of vessel's machinery; etc. Reasonable Accommodation (RA) Requests: If you believe you have a disability (i.e., physical or mental), covered by the Rehabilitation Act of 1973 as amended that would interfere with completing the USA Hire Competency Based Assessments, you will be granted the opportunity to request a RA in your online application. What you need to qualify

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Providing technical expertise and training to new inspectors, providing input to program planning and assisting on special more complex projects (ex. - inspections of foreign flagged vessels under the Port State Control program). Developing strategies to train staff through both written and oral examinations. Conducting and/or serving as a lead inspector on marine inspections for a variety of vessels (i.e., passenger, commercial, freight, towing vessels determining compliance with U.S. and International laws. Preparing, drafting and delivering briefings, technical analyses and Marine Inspector qualification presentations. Providing recommendations to supervisors, sector commanders and district level command staffs pertaining to ongoing inspections and examination.
