Program Analyst
What you'd do
This position serves as a Program Analyst within a division of the Quality and Performance Directorate of Integrated External Networks under the Office of Integrated Veteran Care (IVC) Program Office. As a Program Analyst in an IVC, IEN, Quality and Performance division, the incumbent conducts transformational quality reviews, monitors effectiveness, and efficiency.
Major duties
Area of Consideration- Eligible applications will be reviewed and referred in the following order: 1. Current IEN employees located at Denver Federal Center, West 6th Avenue & Kipling Street, Lakewood, CO, 802253. Current IEN employees located at 810 Vermont Ave NW, Washington, DC 204204. Current IEN employees selecting location negotiable Duties: Takes the lead in organizing and conducting performance improvement efforts based on program performance and process improvement principles, methods, and tools such as Lean government and Six Sigma. Modifies standard Lean and Six Sigma methodologies to fit into the health care environment in general and the organizational change management already underway in IEN, in particular. Demonstrates creativity and flexibility in the integration of innovative program performance improvement methodologies within existing organizational change management efforts. In this capacity, leads performance specific improvement efforts and trains various stakeholders on data systems monitoring and quality improvements. Conducts studies based on data analysis and advanced analytics to optimize quality, safety, effectiveness, and efficiency in automated health care systems. Develops statistical, graphical, and narrative reports and communicates findings from these studies to IVC Executive Leadership, IEN, management, and other stakeholders. Provides consultative support to management, identifying effective process measures and monitors for quality- and performance-improvement opportunities based on a variety of studies, audits, and data analysis. Serves as a subject matter expert working to improve program effectiveness and efficiencies by helping identify the most appropriate measures and monitors to ensure quality outcomes. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversaw and provided strategic direction for enterprise-wide healthcare payment and medical claim integrity, reimbursement oversight, and operational activities supporting Veterans, beneficiaries, providers, and healthcare facilities. Provided leadership, guidance, and coordination to managers, supervisors, and program teams to ensure alignment with mission objectives and consistent operational execution. Applied advanced qualitative and quantitative analytical methodologies to assess program performance and identify opportunities for improvement. Provided data-driven recommendations that influenced agency policy, healthcare operations, and executive-level decision-making. Presented complex findings and recommendations to senior leadership, congressional staff, and other high-visibility audiences.
