Training Specialist
What you'd do
This Training Specialist position is within the Nursing, Education department at the VA Providence Healthcare System located in Providence, Rhode Island. It is permanent and full-time at 40 hours per week.
Major duties
This position is responsible for coordination of customer-focused, performance-based educational services for non-clinical line and management staff within the facility. Duties include, but are not limited to: Works independently in a healthcare environment with the ability to adapt to changing environmental situations; Accommodates staff with special learning needs due to age, disability, and culture; Plans, develops and implements educational activities based on information determined from needs assessment; Addresses all domains of education including the effective level based on learning needs of participants; Communicates internal and external organization educational activities to appropriate staff; Provides advice and/or guidance in order to communicate effectively with potential learners and other professionals; Provides training and gives oral presentations to groups in both formal and informal settings; Teaches others basic computer functions; Assesses, designs implements, and evaluates educational activities for healthcare and non-healthcare professionals in all fields; Develops guidelines, instructional methods, course materials, and training aids for education programs; and Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday between the hours of 7:00am and 5:00pm. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is a LIUNA Bargaining Unit position. This position is covered by locality-based comparability pay.
What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-09 Minimum Qualifications Requirement: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a GS-09. Qualifying specialized experience includes: Working with education requirements, training policies, and available educational opportunities to support workforce development; Reviewing program goals and work processes to recommend improvements to training activities; Using computers and audiovisual equipment to support training delivery and resolve basic issues; Utilizing educational technology and common software to assist in creating or delivering online training; Organizing multiple projects with attention to detail and communicating effectively to provide instruction and resolve routine issues, etc. ~OR~ Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year of graduate level education (Masters/18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-11 Minimum Qualifications Requirement: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a GS-11. Qualifying specialized experience includes: Interpreting and applying education requirements, training policies, and national guidelines to plan and implement training programs; Identifying organizational issues and program objectives to independently improve training and development processes; Using computers and instructional technology to troubleshoot recurring and nonrecurring technical problems; Designing or coordinating training using audiovisual equipment and educational technology tools; Managing and prioritizing multiple training projects with strong oral and written communication skills; etc. ~OR~ Education: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education (beyond 2-years of graduate/Masters level education) may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Preferred Experience: Education Master Team Trainer Agent in Place Physical Requirements: The work is mostly sedentary. However, there may be some walking; standing; bending and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.
