This Program Specialist position is in Dental services at the Manchester VA Medical Center, located in Manchester New Hampshire. This position is full-time at 40 hours per week.

Major duties

The position serves as the Program Specialist for the Dental Service Line, reporting directly to the Chief Dental Officer. It requires strong analytical, administrative, and organizational skills. The incumbent works closely with multiple MVAMC programs and service chiefs on matters involving budget, personnel, supplies, equipment, and the dental house staff training program. They manage day-to-day office operations, provide administrative guidance to dental assistants and hygienists, and ensure timely, accurate submission of all required administrative reports. The role oversees Dental Service Line quality standards, coordinates staff responses to maintain those standards, and ensures that all VA dental policies and procedures are properly implemented. Serves as the personnel management expert for the Dental Service Line. Advises the Chief on personnel policies and administrative staff issues. Coordinates activities and performs analytical trending and evaluative work (e.g., consults, authorizations, payments, VSSC data, dental contracts). Provides guidance to administrative employees and contributes to annual performance appraisals. Oversees day-to-day administrative operations of the Dental Service Line. Assists with staffing projections, job analyses, training requests, and disciplinary or adverse actions. Manages personnel costs to ensure efficient use of staffing and funding resources. Keeps the Chief informed of emerging issues and resolves problems before they escalate. Listens to administrative staff concerns, assists when possible, and consults Human Resources when needed. Collaborates with the Service Chief as the management representative/deciding official for the Dental Service Line. Reviews, analyzes, and interprets incoming requests; recommends actions or alternatives based on operational knowledge, personnel policies, budget constraints, and priorities. Develops systems and methods for tracking, managing, and reporting operational information. Oversees orientation for new Dental Service Line staff. Nominates staff for training and employee development programs. Monitors education tracking for all programs, ensuring timely data entry, employee notifications, and required administrative reporting. Work Schedule: Full time-Monday through Friday 8:00am to 4:30pm. Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, applicants must have served 52 weeks at the GS- 05 level. For a GS-09 position, applicants must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Program Specialist GS-0301-07: The GS-7 is a developmental position, composes a career ladder structure to the full performance level of Program Specialist. The incumbent at the GS-7 level will serve in a developmental assignment, to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. You may qualify based on your experience and/or education is described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: obtaining and interpreting data; conducting research as necessary for various projects; extracts and analyzes data quantitatively and qualitatively to develop reports and/or presentations; develops systems tools to monitor performance of operational and clinical functions. (Must be reflected on your resume). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or Superior Academic Achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (Transcripts must be provided). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. (TRANSCRIPT REQUIRED). Program Specialist GS-0301-09: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in positions that required working knowledge of the computer system for entry and retrieval of data; Ability to locate and interpret appropriate applicable regulations; Knowledge of medical records, medical billing programs, and medical terminology; Gathering, developing, and interpreting data from various information systems; and Reviews reports, records, and provides statistical analysis for accuracy. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or, 2 full years of progressively higher-level graduate education leading to such a degree, or, LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. (TRANSCRIPT REQUIRED). Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent maybe exposed to walking to outlying areas. The work places no special physical demands on the employee.
