What you'd do
This position manages and operates a complex fleet of motor vehicles tor the facilities Management Service (FMS) at VA Ann Arbor Healthcare System (VAAAHS) under the supervision of the Grounds and Transportation Supervisor, Facilities Management. The incumbent is required to work under minimal supervision and resolve problems associated with the work of the office.
Major duties
Duties encompass, but are not limited to: Coordinates and performs routine tasks related to the operation of a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, buses, para transit vehicles, and special purpose vehicles. Incumbent is responsible for ensuring that proper maintenance records are kept on all vehicles and pieces of equipment assigned. Incumbent is responsible for the submission of monthly, quarterly, and annual cost and estimated cost reports on vehicles. The incumbent orders new replacement equipment. Eliminates misuse and abuse by vehicle operators and assures maximum utilization and safety by promoting the cooperation of supervisors, operators and documentation of negligence, misuse, or abuse of vehicles. Receives new vehicles and assigns to customer services. Prepares routine correspondence to assist customers and provide information regarding fleet management program policies, procedures and services. Validates transportation-related billing and reimbursements by reviewing them for completeness and accuracy according to standard instructions. Attends meetings and conferences related to fleet management. Coordinates customer service requirements and serves as liaison to ensure needs are met. Provides routine support in documenting efforts related to cost reduction, energy reduction and productivity improvement and enters collected data for management review. Analyzes, gathers and compiles information on fleet operations including financial transactions, services provided, productivity, performance of commercial vendors, customer utilization of assigned vehicles and related areas to achieve control over operations and to assess effectiveness and economy of operations. Reviews vehicle replacement needs and assures proper coordination of requirements with GSA Fleet Managers, and VISN 10 fleet manager in fulfilling fleet goals and data calls. Reviews requirement for additional short-term lease of GSA vehicles in support of peak requirement periods, mobilization, emergency situations, etc. Assures utilization data is compiled and submitted to GSA within established time limits. Operates the vehicle dispatch program by determining the number of permanently assigned GSA vehicles necessary to provide the most cost-effective method of travel, selecting the type of vehicles needed, and managing a maintenance program by keeping the optimum number of vehicles available for use during peak periods of travel. Acts as designated agent for receiving, transferring, and accounting for vehicles and related property. Reviews monthly mileage reports, tracking actual mileage usage of the transportation motor pool fleet. Tracks GSA vehicle usage, comparing actual mileage to annual target mileage. Reviews monthly mileage reports for tracking mileage to ensure effective utilization of the vehicle fleet. Determines when to dispose of used vehicles and equipment, and directs preparation of vehicles for turn-in. Maintains cost efficient operations, ensuring maximum vehicle utilization and quality of service. Processes standard vehicle procurement actions on replacement and additional vehicles based on replacement standards and consultation with using service. Prepares specifications and requirements for nonstandard vehicles and equipment or determines if requirement can be filled by modifications of existing vehicles. Assists with planning and coordinating the vehicle rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to achieve maximum efficiency and economy. Through effective rotation, maintains a balanced fleet to uniformly achieve maximum use and cost efficiency. Incumbent also provides routine support for motor vehicle services and related support to all activities within the VAMC, ensuring requests and assignments are communicated and handled as directed. Inspects commercial sources for maintenance of vehicles operating locally and in areas remote from the facility. Is responsible for major and nonstandard vehicle modifications and all vehicle accident repairs and/or recommendations for uneconomical repair determinations Records and monitors information related to vehicle modifications, vehicle accident repairs and maintenance, and reports unusual cases to supervisors for further determination. Coordinates work with servicing vendors for routine maintenance or repair appointments and assists with transporting vehicles to vendor locations as instructed. Performs other duties as assigned. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/23/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of vehicle repair and maintenance requirements. A thorough understanding of General Service Administration (GSA) fleet management, programs, processes, rules, and procedures. Comprehensive technical knowledge of both standard and special purpose vehicles and equipment in a large metropolitan fleet center: Specifications, capabilities, cost and market trends and operating characteristics. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort will be required. Incumbent must be able to move independently through the hospital. Incumbent must possess visual and hearing acuity to communicate with both staff and patients. Incumbent must be able to manipulate keyboard and use a personal computer. Incumbent must be able to communicate orally. Must also be able to carry at least 15 lbs. Work Environment: Work is performed in an office setting and frequently in a maintenance shop setting. There is frequent exposure to dirt, grease, noise and machinery. Incumbent may be required to troubleshoot equipment in remote areas. The employee will operate a government motor vehicle in the performance of their duties. Normal safety precautions are required.
