Administrative Officer
What you'd do
This position serves as the Supervisory Administrative Officer within the Nursing Service for VANCHCS. The purpose of this position is to provide staff assistance on administrative issues and organizational policy to Nursing Service's Chief Nurses and Nurse Managers. This position is responsible for planning, developing, implementing, directing and controlling the overall activities related to budget, contracting, quality monitoring and compliance with applicable regulation and policy.
Major duties
Duties: Supervises administrative activities within Nursing Service to include the management of approximately ten (10) administrative/program support staff. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system (ePerformance) and holds staff accountable for timely delivery of assigned duties that improve customer outcomes. Observes staff performance; demonstrates and conducts work performance critiques. Resolves informal/formal complaints and grievances and promotes a working environment characterized by psychological safety, civility, and respect. Analyzes the administrative process and workflows and establishes and develops operational procedures to ensure proper functioning of all administrative components of Nursing Service. This position requires coordinating and integrating work activities with organizational elements at all levels within the system. Evaluates the organization, grouping, and assignment of duties and responsibilities among Nursing Service positions and workgroups. This includes managing and coordinating workspace requests and requirements for Nursing employees. Manages and monitors Human Resource activities for Nursing Service, including submission of personnel actions, assisting managers and Nurse Recruitment Office with recruitment and position requests, assisting managers with ePerformance, competencies, time and attendance, and other human resource processes and policies. Reviews and completes Labor Mapping for Nursing Service on a bi-weekly basis. This includes the review of over 1000 Nursing employees to ensure accuracy of labor and operational costs. Ensures the timely and accurate submission of various recurring and non-recurring reports to leadership. Assists with gathering and organizing data used to prepare various leadership reports/requests, including reports for Nursing Executive Council along with its committees and subcommittees, staffing methodology, State of the Service, and requests for new programs. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized knowledge of the basic principles and practices related to the management of health care delivery systems and the ability to apply this knowledge to solve the unique problems arising in the VHA health care delivery system, Ability to complete assigned projects, studies, narrative and statistical reports and reviews in a thorough, accurate and timely manner, Ability to locate and interpret all applicable regulations to make sound decisions, using good judgment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters degree. [Note: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Add the two percentages together.
