Major duties
The primary purpose of this position is to provide technical and administrative support to the Management Analysis (Budget) function within the Mental Health Service. Responsibilities include tracking and monitoring VERA reimbursement activity, maintaining accurate fiscal-year patient data, and preparing monthly, quarterly, and annual financial activity reports. Major Duties Include: Maintain active tracking of all contracts and contractual obligations; monitoring status throughout the fiscal year; making modifications through the North Texas (NTX) and VISN regional Contracting Office. Develop and maintain a tracking spreadsheet at the start of each fiscal year, documenting equipment inventory lists (EIL) and locations of mental health equipment storage sites. Monitor identified mental health office supply requirements and assist with ADPAC requests to include workstation installation of equipment. Notify providers of qualifying patients and conduct periodic checks to confirm Reasonable Accommodation (RA)-approved Employee workstations are compliant with RA-approved packets and properly documented in the file record. Validate data for accuracy and follow up with providers or support staff when discrepancies or missing documentation are identified. Independently perform purchasing and procurement support for Mental Health by acquiring routine supplies and services using established VA procedures and approved procurement methods. Carry out clerical-level purchasing actions to meet daily operational needs, applying standard practices to resolve common issues such as limited suppliers, restrictive product specifications, or urgent requests. Research and compare items from required and open-market sources to identify cost-effective options; initiate purchase requests, generate direct purchases, and coordinate delivery of ordered items. Prepare and submit routine equipment requests, assist with Equipment Calls, and enter required procurement information into ECMS in a timely and accurate manner. Assist Contracting Officers by maintaining procurement documentation, providing supporting information, and helping prepare basic components needed for Statements of Work. Monitor and maintain service equipment by tracking inventory, troubleshooting routine issues, identifying warranty coverage, and coordinating repairs with vendors or contracting staff. Serve as the service point of contact for Electronic Inventory List (EIL) matters, ensuring sections complete required annual and 5 percent inventories and submit documentation on time. Coordinate and comply with the NTX Logistics Acquisition Utilization Specialist (AUS) Purchase Card Holder in accordance with VA Handbook 1730.1 by completing routine purchases, maintaining proper documentation, and reconciling transactions each billing cycle. Support Fund Control Point management by using VA Financial Management Systems (FMS) such as Veterans Health Information Systems or Technology Architecture (VistA), Invoice Payment Processing System (IPPS)I to input transactions, monitor fund status, and identify routine discrepancies. Coordinate with Fiscal Service staff to ensure Mental Health spending aligns with established guidelines. Enter monthly data into the Mental Health Budget Tracker and Operational Report, verify information against Fiscal's Statement of Allowance, and maintain cost records for assigned control points. Review daily fund control point activity listings, compare entries with internal records, and resolve standard inconsistencies. Initiate routine 2237 purchase requests or 1358 obligations for programs such as Incentive Therapy, process equipment turn-ins , and generate monthly payments for leased property and halfway-house accounts. Adjust obligations when needed and verify invoices before closing out 1358s monthly. Serve as a Concur Travel Administrator by assisting designated staff with making travel arrangements, confirming approvals, verifying correct funding, and ensuring travel complies with VHA policies. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintaining the security and confidentiality of records, equipment, and computer access. Independently procuring or managing the procurement of supplies and equipment. Prioritizing projects and tasks based on urgent operational needs. Tracking and managing the equipment process in a timely and efficient manner.
