Training Instructor

This position is located at the William S. Middleton Memorial Veterans Hospital in Madison, WI within the Employee Education Department. The position functions as an educator/staff development specialist and is responsible for provision and coordination of customer-focused, performance-based educational services.
Major duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but are not limited to: Assesses educational and staff development needs. Develops and implements educational/staff development activities to meet those needs and evaluates the outcomes of these activities, as evidenced by improvement of patient care, staff performance or work product. Serves as backup for New Employee Orientation and contributes to teaching core mandated topics and medical-center wide training. Plans, develops and implements New Employee Orientation (NEO) activities in conjunction with the NEO Coordinator. Reviews local, national, and VA policies to gather information on education requirements, on a frequently regular basis. Assures learning is strategically aligned with organizational goals and objectives. Develops policy and procedure to use Talent Management System (TMS) tracking to correlate facility needs with national/federal laws and accrediting agency's requirements. Applies extensive familiarity with all Talent Management System (TMS) Administrative roles and program functions: Assignment Manager, Scheduling Manager, Registration Manager, and Item Manager. This includes entering all course pre-requisites into Talent Management System (TMS); utilizing Talent Management System (TMS) to manage and track facility training compliance. Manages Administrators within own Talent Management System (TMS) Domain. Creates Competencies and Competency Profiles within their Domain and then assign them to Users in the Domain. Applies extensive familiarity with all the fields and functions within the Talent Management System (TMS) and the specific data within those files for their Domain. Applies extensive familiarity with nationwide offering, mandatory and required training, and an understanding of the local target audiences. Maintenance of confidentiality of patient information, electronic and print. Skills in written/oral communication in order to communicate effectively with learners and other professionals. What you need to qualify
SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties as a Training Instructor. Qualifying specialized experience for this position and grade is experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in education or a subject area related to the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR COMBINATION OF EXPERIENCE AND EDUCATION (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.
