What you'd do

The Supervisory Registered Respiratory Therapist has expert knowledge of respiratory therapy methods, equipment, and procedures. The incumbent plans and assists in the establishment of a completely integrated respiratory care program, recommends improvements based on evaluation of facility operations, supervises, and manages subordinate employees, and manages the fiscal aspects of the functions supervised.

Major duties

Duties to included but not limited to the following: 1. Manages and supervises all aspects of in-patient respiratory care including clinical practice, program management, education, human resources management, and the supervision of the service. 2. Supervises, assists, and advises all respiratory staff members which includes, at a minimum, assigning and evaluating the work of the staff, managing staff schedules, and approving leave requests. 3. Recommends and implements changes in organization or work assignments and responsibilities to improve work, services, and job satisfaction. 4. Assumes responsibility that respiratory care services will be delivered to patients on a 24-hour basis, 7 days a week if applicable. 5. Assesses and evaluates staff qualifications and competency upon employment and on an ongoing basis. 6. Supervises the care and maintenance of respiratory therapy equipment. Maintains current inventory of all equipment utilized, assumes responsibility of care and procurement of same. Determines safety and efficiency of equipment using medical center safety policies and OSHA as a reference. 7. Collaborates with Biomedical Engineering to establish procedures for control of medical equipment. 8. Assumes responsibility for implementation of infection control measures in respiratory care and pulmonary function testing areas. 9. Maintains interdepartmental relations with other services to accomplish medical center goals, coordinates and assists in resolving issues. 10. Resolves problems which may interfere with patient examination or treatment. 11 . Reviews and recommends new and emerging equipment and procedures. 12. Provides instruction and training to new staff. 13. Oversees staff development, learning, and competency training. Ensures employees complete all requires Medical Center education and training. 14. With the Director of Patient Care Services, Chief of Staff, and Office of Education and Staff Development, plans, coordinates, and implements pertinent education programs for nursing personnel as needed. 15. Interviews candidates for positions, recommends selection, advance advancements, and promotions; takes disciplinary action when necessary. 16. Provides guidance in more complicated and non-standard cases. Reviews, collects, and evaluates relevant clinical data. 17. Formulates an appropriate respiratory therapy plan based upon patient assessment. 18. Communicates orally and in writing, changes, adjustments, and recommendations with other healthcare team members. 19. Provides effective education and training to patients, students, and co-workers as appropriate. 20. Performs both fundamental and advanced diagnostic and therapeutic procedures for adult and geriatric patients. Examples include but not limited to: Arterial puncture, blood gas analysis, pulmonary function testing, bronchoscopy assistance, pulmonary rehabilitation, endotracheal intubation, oxygen administration etc. 21. Performs emergency and acute respiratory therapy procedures in accordance with hospital and respiratory department guidelines. 22. Actively participates in departmental quality assurance and hospital-wide organizational performance improvement activities. 23. Maintains clinical and professional competency based upon established standards of practice. What you need to qualify

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Education. Individuals must have successfully completed a respiratory care program accredited by the Commission on Accreditation for Respiratory Care (CoARC). The accrediting body for respiratory programs at colleges and universities or its successor. Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT. Those who have obtained their degree from an accredited program in respiratory care and hold a CRT or RRT credential may be granted a license from a state. Credential. In the field of respiratory care there are two types of credentials granted in the credentialing process to becoming registered as defined below: (1) CRT. Upon graduation from an accredited program, Respiratory Therapists (RT) are eligible to take a national examination and upon passing, the individual is granted the credential of CRT by the National Board for Respiratory Care (NBRC). RTs who hold a CRT credential are limited in duties and responsibilities and differ from those who hold an RRT credential. (2) RRT. Upon graduation from an accredited program, RTs are eligible to take a national examination and upon passing, the individual is granted the credential of RRT by the National Board for Respiratory Care (NBRC).Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT. (1) Exception. RT positions will be designated only to individuals who are in the process of obtaining credentials to become an RRT. These individuals will only be hired on a temporary appointment as provided below.(a) VHA may waive the RRT credential requirement for persons who are otherwise qualified and pending completion of prerequisites for RRT credential. Individuals who have successfully completed a respiratory care program accredited by the CoARC or its successor, acquired the CRT credential, are fully licensed by their state and are working toward completion of their RRT credential may be given a temporary appointment as an RT. The temporary appointment is made under the authority of 38 U.S.C. § 7401(a)(1)(B) for a period not to exceed one year from date of employment. Candidates must hold an active, current, full and unrestricted RRT credential and be licensed to hold a position at or above the GS-07 level.(b) RTs may only be temporarily appointed at the GS-05 level and may not be promoted/converted to a higher-level position as an RRT until the RRT credential is received.(c) RTs must provide care only under the close supervision of an RRT.(d) Temporary RT appointments may not be extended beyond one year or converted to a new temporary appointment. (2) Loss of Licensure, Certification or Credentials. An employee in this occupation, who fails to maintain the required certifications, RRT credential or license must be removed from the occupation, which may also result in the termination of employment. Once credentialed, licensed or certified, RTs/RRTs must maintain a full, valid and unrestricted license, credential and certification to practice respiratory care. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-13 Grade Determination 1) Experience, Licensure and Credential: Candidates must: Have one year of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level. Hold an active license and RRT credential. AND 2) Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following knowledge, skills, and abilities (KSAs): i. Ability to assist in establishing a completely integrated patient care program. ii. Ability to organize work, delegate tasks, evaluate performance, manage fiscal matters and meet multiple deadlines. iii. Ability to supervise and manage subordinate employees. iv. Skill in interpersonal relationships including conflict resolution. v. Ability to establish and monitor standards and priorities for production and patient care. vi. Skill in recommending improvements to operations based on evaluation of data. Preferred Experience: 1 year as a Registered Respiratory Therapist Supervisor.
