About the Position: This Supervisory Contract Specialist position is with the U.S. Army Corps of Engineers, Southwestern Division, Galveston District with a duty station location of Galveston, TX.
Major duties
Serve as a Branch Chief with responsibility for one or more major programs (military, civil) of the district with unlimited Contracting Officer warrant. Advises acquisition personnel, Contracting Officers, Contract Specialists, primary customers, and District office personnel in all phases of the acquisition process. Serves as a Team member on various District Project Delivery Teams working the development of business processes as well as participating on the Districts Project Delivery Management Team (PDMT). Provide comprehensive management oversight for all pre- and post-award procurement activities, including acquisition planning, SAM.gov synopses, bid openings, source selection panels, and price/cost evaluations. Direct subordinate personnel to ensure seamless project coordination with key internal divisions. Monitor and analyze contract progress to guarantee timely compliance with all requirements while delivering expert technical support across all business-related aspects of the contracts. Supervises, plans, and directs the Branch Sections assigned functions and overall personnel management activities to include positions and pay, selection or participation in the selection of subordinate employees.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. Basic Requirements for Critical Acquisition Positions - You Must Have: 1) Be eligible for GS-14, or equivalent 2) Hold a bachelor's degree 3) Have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions 4) Possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience related to Civil Works or Military that MUST include ALL of the following: 1) Conducting pre and post award activities for Architecture, Engineering and Construction contracts to include actions such as acquisition planning, formal source selection, bid or proposal analysis, negotiating, and SCO/HCA peer reviews as a senior contracting officer ($100M and above). 2) Reviewing and evaluating solicitations and contracts for compliance with acquisition laws, principles, regulations, statues, Executive Orders, and procedures for pre and post award actions. 3) Exercising supervisory authorities and responsibilities involving work assignment and review, the administrative and personnel management functions relative to the staff supervised, as well as recruiting and hiring new staff. 4) Establishing guidelines and performance expectations for staff, which are communicated through the formal employee performance management system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). ALL specialized experience MUST be clearly stated within resume. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
