What you'd do

In this position you will lead and manage IT and data system projects that support the National Organic Program and AMS trade activities. You will serve as the primary business analyst for NOP and AMS import/export systems-including ACE-and collaborate across agencies, industry groups, and technology partners to develop effective, mission aligned IT tools.

Major duties

The duties may include, but are not limited to: Managing projects for IT systems contracts, cooperative agreements, and other organic agriculture-related technology activities for the program as well as developing and authoring IT contracts. Serving as a leader, analyst and advisor in planning and conducting engagement and development work for NOP’s organic information technology systems Serving as the primary business and requirement analyst in the identification of functional and system requirements and ensures coordination and prioritizing of system requirements meet AMS/NOP needs and align with USDA IT requirements Developing and implementing system/software user rollout plans and leading training development and delivery once projects are ready to deploy.

What you need to qualify

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Managing a portfolio or collection of information technology software solutions on behalf of a business or government unit, serving as the user or business representative to drive system completion. Developing budgets, contracts, justification summaries, release and sprint plans and summaries, and roll-out plans to support system acquisitions. Collecting, aligning, prioritizing and sequencing user-side business requirements and communicating user stories and needs to IT staff and software development teams. (agile development) TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
