Supervisory General Attorney (Labor) (Resident Officer)
What you'd do
The incumbent performs developmental assignments serving as the Resident Officer in a major metropolitan center of the Region, with the responsibility for the processing of unfair labor practice and representation cases arising within the assigned geographic area, including investigation, analysis, informal disposition, settlement negotiation, compliance, and other formal and informal case processing. This is a developmental position leading to the full performance grade of GS-0905-15.
Major duties
As a Supervisory General Attorney (Labor) (Resident Officer), GS-0905-14, your typical work assignments may include: Holding responsibility for the effective administration of all Resident Office operations, ensuring cases are handled in accordance with statutory requirements and Board, General Counsel, and Regional Director policies, precedents, regulations, and procedures. Reviewing reports and case files to evaluate investigation quality, case preparation, analysis, and the propriety of recommendations for action or disposition; returning cases as necessary for further investigation or reconsideration of factual or legal issues, targets are met or that there are valid reasons for any delays. Recommending to the Regional Director whether election agreements should be approved and whether postponements should be granted; issuing and serving Notices of Hearing. Conferring with supervisors and Board Agents on questions of fact, proof, jurisdiction, law, or Board practice, procedure, or precedent, and assists in planning the investigation, processing, or disposition of difficult cases. Keeping the Regional Director informed of significant developments and making recommendations-generally accepted as authoritative-regarding personnel needs, specialized training, and case-handling policy changes specific to the area's requirements.

IDEAL CANDIDATE STATEMENT The Ideal candidate for the Supervisory General Attorney (Labor) (Resident Officer) position demonstrates competence in managing the administration of Field office operations or comparable experience, including personnel matters and discussions with represented Agency employees. The candidate also demonstrates strong expertise in investigating and analyzing representation cases of average complexity and a variety of unfair labor practice cases ranging from simple to moderately complex. The candidate exhibits sound judgment in applying the NLRA, NLRB precedent, and Agency case-handling procedures. The ideal candidate is an effective communicator who can guide and support team members, facilitate voluntary resolutions, and ensure timely, high-quality case processing. This individual demonstrates developing leadership capability including the ability to supervise, mentor, and evaluate staff indicating a clear potential for advancement to the GS-15 Resident Officer level. BASIC REQUIREMENT Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application. Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification. In addition to the BASIC REQUIREMENTS, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory General Attorney (Labor) (Resident Officer) at the GS-14 grade level. Specialized experience includes: Experience supervising or leading the work of professional staff engaged in the investigation and resolution of unfair labor practice charges and/or representation petitions, including assigning casework and evaluating case quality and timeliness; and Experience applying knowledge of labor-management relations law, Board practice, procedure, and precedent to resolve complex questions of fact, law, or jurisdiction, and to guide the investigation, processing, or disposition of difficult cases; and Experience participating in or facilitating settlement negotiations between parties to labor relations disputes, and reviewing settlement agreements, withdrawal requests, or case recommendations to ensure compliance with applicable statutory and Agency requirements. This experience must be fully supported and articulated in your resume to receive consideration. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Excepted). As an employee, you may determine your status by checking block 24 on your SF-50. The block must reflect "1" or "2". Also, block 34 must reflect "2".
