CONTRACT SPECIALIST
What you'd do
You will serve as a Contract Specialist for the F-35 program at NAVSUP WEAPON SYSTEMS SUPPORT.
Major duties
You will support the acquisition life cycle, from developing complex, precedent-setting contractual strategies and long-term strategic partnerships to overseeing contract administration for highly specialized procurements. You will serve as the principal contracting advisor to the F-35 program, routinely briefing senior military and civilian leadership (including Flag Officers and SES members) on acquisition strategies. You will be a warranted Contracting Officer with the authority to make binding commitments, lead negotiations for high-value, sole-source contracts with major industry partners. You will apply expert knowledge of a wide variety of contracting methods, including Performance-Based Logistics.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specilized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate: 1) Mastery of acquisition planning concepts and techniques in order to accomplish an extensive variety of highly specialized and complex contractual actions which may have little to no precedent data available; 2) Mastery knowledge of a broad range of contract price and cost analysis/cost accounting techniques in order to develop highly specialized and complex contractual arrangements; 3) Mastery of negotiation strategies and techniques in order to negotiate highly complex procurements which are valued at estimates requiring approval at NAVSUP Headquarters, DASN(AP) and/or DPAP; 4) Knowledge and mastery of contract administration principles, policies, regulations, practices, and procedures for contracts with technical specifications and special contract provisions to administer supply and service contracts, such as fixed-price with redetermination provisions, cost reimbursement, or contracts with incentive provisions; 5) In-depth knowledge of a broad range of statutory provisions, regulations and procedures in order to perform a wide variety of highly specialized and complex procurement functions which may have little to no precedent data available.
