About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Major duties
Performs duties that are extensive and require the cross-utilization of skills and knowledge in the series specialization areas of contracting, contract administration, contract termination officer, contract price analyst. Makes corrections, revisions or complete reformation of any contractual document which should be changed to comply with the law, regulations, directives or policy statements expressed by higher authority. Performs procurement planning. Prepares and maintains current acquisition plans, appropriate milestone charts and related schedules. Serves as advisor to requiring activities in procurement planning meeting Serves as a contract negotiator.

(NOTE: You must include a copy of your transcripts) OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: To qualify, applicants must possess one year of specialized experience at the NH-02/GS-11 grade/level which includes:1) Performing Pre-Award and Post-Award functions to include; preparing Request for Proposals (RFP)/Request for Quotes/Request for Task Order Proposals. 2) Identifying appropriate contract type/method for the product or service being procured; 3) Preparing contract modifications and 4) Preparing required contract documentation such as: Market Research, Determination and Findings (D&F), DD Form 2579, Statements of Work (SOW)/Statement of Objectives (SOO)/Performance Work Statements (PWS), Performance Metrics, Quality Assurance Surveillance Plans, Justifications and Approvals (J&As) for limited competition/sole source procurements, Acquisition Strategies/Plans, Cost/Price Analysis Documentation, Source Selection Decision Documents, and contract modification justifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement.
