The Research and Development Service (R&D) at the VA St Louis Healthcare System (VASTLHCS) is a large and complex Service with approximately 125 active research studies and over 60 principal investigators. The R&D Program for the VA St Louis Healthcare System (VASTLHCS) ranks in the top 20% of programs in the country and averages approximately $5M in annual research expenditures. These research studies include complicated human subjects' research and animal subjects' research.

Major duties

The incumbent of this position will serve as the Administrative Officer and is responsible for overseeing and coordinating the widest range of activities including fiscal management, human resources, proposal preparation and submission, regulatory compliance, logistics and infrastructure and participate in setting national policy guidelines related to research. Duties include, but are not limited to: Provides overall administrative management for Research Service, including interpreting administrative policies, developing or implementing policies and procedures, defining administrative requirements, and/or providing advice to top management on related issues. Coordinates the acquisition of supplies, equipment, and services for Research Service, including animal laboratories and facilities. Oversees, coordinates, and manages all contracts and sales agreements, acting in a liaison role (COR contracting office representative) to Contracting. Advises on the formulation, and is responsible for the execution of budgetary plans for all research functions, with knowledge of immediate and long-range requirements of VACO, including needs of individual investigators and costs of personnel, equipment, supplies, services, and maintenance. Develops plans for quarterly expenditures and monitors expenditures to assure that funds are used according to the quarterly plan and that optimal utilization funds are accomplished. Directs the personnel management function for Research Service, performing or overseeing human resources requirements. Oversees reassignment and all other personnel actions, writes position descriptions, prepares performance requirements, writes recommendations for performance awards, develops functional and organizational charts. Work Schedule: Monday - Friday; 8:00am - 4:30pm Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directing and performing all administrative functions that include administration, human resources management, budget and finance, management, and program analysis; Identifying and evaluating problems and possible causes to determine root causes and impacts of administrative irregularities and generates solutions, taking into consideration organizational and individual situations; Performing analytical and evaluative work in developing operational efficiencies and improving quality services.
