This vacancy is for a Trade and Industry Analyst in the Foreign Technology Analysis Division (FTA), Office of Technology Evaluation (OTE), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce.

Major duties

As a Trade and Industry Analyst, you will perform the following duties: Perform complex analytical work related to US industrial base competitiveness, national security matters, and trade policies in the evaluation of trade; analyze, interpret, and evaluate data to significant, often unstructured data to resolve complicated problems involving all source intelligence, regulatory compliance, technical obstacles and sector interest. Apply analytical methodologies and techniques to foreign availability of controlled technologies to logically assess information, find patterns, develop solutions, and effectively convey insights for enhanced policymaking across various BIS and industry areas. Participate in regulatory impact meetings, providing summaries, notes, technical input and recommendations to senior decision-makers in order to resolve complex problems involving regulatory compliance and/or industry competitiveness. Participate in team projects and integrates contributions from other analysts and/or subject matter experts in order to prepare and provide analytical conclusions and finished work products and services documenting emerging technology impact. This Job Opportunity Announcement may be used to fill other Trade and Industry Analyst, GS-1101-13, Full Performance Level (FPL) GS-14 positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

What you need to qualify

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Occupational-Series Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Evaluating or recommending processes or policies and/or providing data to inform regulations related to industrial trade and/or foreign technology; and Utilizing methodologies to analyze open-source or commercial data related to foreign technology; and Maintaining working relationships with multiple stakeholders (e.g., management, interorganizational partners, and/or industry representatives).
