Major duties

As an Management and Program Analyst, at the GS-12 you will perform the following duties: Provide technical assistance and support to management in all matters relating to the planning of management programs to meet mission requirements. Provide analytical support on problem definitions, planning methodologies, policies, and procedures. Manage information systems that focus on long- and short-range plans, policies, and programs to accomplish the objectives and priorities. Ensure accurate, concise, and timely information is available to management and policy officials through briefings, presentations, and conferences for Executive Management. Review all submissions for substance, conformance, and completeness to ensure compliance for authorization from management.

You qualify for the GS-11 level if you possess one year of specialized experience at the GS-9 grade level or equivalent performing duties such as: 1) Coordinating with senior level analysts to perform a variety of management and administrative services essential to the formulation of policies in assigned program areas. 2) Identifying and maintaining final planning controls for submission of data. 3) Gathering facts, observations, and techniques to measure efficiency and effectiveness of program policies. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related OR Combination of Experience and Education: A combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for the GS-11 grade level. Only graduate education in excess of the first two years of study may be used to qualify applicants for positions at grades GS-11. Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
