This position is located within the Department of the Interior, National Park Service, Midwest Region, Mount Rushmore National Memorial, Keystone, South Dakota. This position serves as the Chief of Administration/Business Manager for Mount Rushmore National Memorial and is responsible for managing complex administrative and business operations of the organization and serve as principal advisor and management consultant.
Major duties
Mount Rushmore National Memorial is a complex, multi-facetted operation that includes 24-hour law enforcement and dispatch services, multi shift maintenance and interpretive programs and multi-million-dollar concessions operation, that receives 2.5 million visitors annually. Mount Rushmore National Memorial is located three miles west of Keystone, South Dakota, in the Black Hills of southwestern South Dakota. Housing for purchase or rent, schools, medical and dental facilities, churches of most faiths, and shopping are available in Rapid City, 25 miles northeast of Park Headquarters, and in nearby Hill City and Custer. This position manages the complex administrative and business operations for the park. The Administrative Officer performs the full range of administrative functions in support of the park's core functions and services as the principal advisor and management consultant to the Superintendent and Leadership team. The incumbent supports the park divisional operations by performing work or directs work within the following areas: Provides accurate and reliable advice on a wide range of administrative functions as these apply to the park, either as personal advisory service to the Superintendent and Division Chiefs or by directing (or obtaining services of) specialists, technicians and clerical support positions in delivering services to management and employees of the park. Initiates business and administrative studies on the basis of his/her own independent judgment of need, to assess unusual conditions that impact the effectiveness of park operations, develop new programs, improve effectiveness, resolves complex problems, and other management actions that impact the park's mission. Responsible for keeping the park's revenues and spending in balance through authoritative advice and supervision of the staff of the Administration/Business Office dedicated to budget and financial management of day-to-day basis. Oversees collection of donations, concession, park entry, user fees, and other types of fees. Directs or coordinates unique and/or critical management planning activities to include complex and highly sensitive tasks and projects. Serves as the primary liaison with the Servicing Human Resources Office (SHRO), coordinating the identification and communication of needs and receipt of HR services from the SHRO. Responsible for acquiring all goods and services the park requires to accomplish it mission and programs. Responsible for providing information technology, connectivity, communications (local, long distance, cellular and/or satellite telephone, facsimile) and automation advice in support of programs for the park and for directing the work of staff assigned to provide technical support to the park.

Qualifications: All qualifications must be met by the closing date of this announcement-07/30/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing advisory services to management and employees in a variety of administrative areas such as business operations, budget and finance, human resources, program management, procurement, payroll and timekeeping, travel functions, office support functions, information management and/or telecommunications; applying a variety of complex Federal laws, regulations, policies, and guidelines sufficient to plan, develop, and implement all aspects of a complex administrative program to improve program effectiveness and efficiency. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
