About the Position: This position is located at Fort Buchanan, Puerto Rico. Fort Buchanan is located by Guaynabo City, Puerto Rico. Puerto Rico has fabulous ocean views, tropical weather, and lush mountains. Federal employees in Fort Buchanan, Puerto Rico may be entitled to receive a 2.49% Cost of Living Allowance (COLA) in addition to the base salary. (% is subject to change) This position is TERM not to exceed 366 days or 13 months, with provisions to extend up to a maximum of eight years.
Major duties
Plan, manage, direct, and coordinate budget formulation, analysis, and execution. Coordinate with Headquarters to manage manpower support for the school. Oversee and support civilian personnel actions. Administer student registration, student attendance, academic records maintenance, tuition status, and other related processes. Manage school property and equipment. Prepare reports using the information management system for school administration and personnel. Manage facility, safety, and security programs to ensure compliance with regulatory guidance. Perform first line supervisory responsibilities over the support staff.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes managing an annual budget and overseeing manpower support and/or hiring actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Administration or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. If you are a current permanent Department of War Education Activity employee, this position will be filled from employees eligible for temporary promotion or temporary reassignment. The position is temporary not to exceed one (1) year with provisions to extend in increments of up to one (1) year for a total of (5) years. This position may be converted to permanent without further competition for current Department of War Education Activity employees. If you are any of the other eligibilities, this position is TERM not to exceed 366 days or 13 months, with provisions to extend up to a maximum of eight years. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
