What you'd do

The Administrative Officer plans, develops, and directs Academic and Research Program administrative activities and contributes to the long and short-range plans, goals, and objectives of the Research Program operations. The duties include budget and financial management; file, database, and records management; coordination and communication of activities supporting operations; coordination of human resources actions; procurement and contracting; statistical; and other administrative functions.

Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. Physical Demands: The work is primarily stationary, although some physical effort may be required. Day-to-day work involves sitting, walking, standing, and carrying light objects under 15 pounds. Major Duties: Develop and execute all business operations and administrative functions within Academics and Research Services. Teach, train, inform, persuade, negotiate, and use discretion in communication with all staff members about sensitive issues. Liaison with the hospital's administrative departments (human resources, fiscal, IT, healthcare administration, etc.) Time and Leave (T&L) Approver in VA time & Attendance System (VATAS.) Responsible for preparing the Academics and Research Service budgets and financial program by managing budget formulation and proper execution of all allocated funds. Manage procurement and contracting for Academics and Research Service. Oversees the administrative management for Academics & Research Service.

What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists with direction of a personnel program by providing advice about personnel processes and procedures, organizational structure, and training requirements. Experience with statistical analysis and trending. Assists with preparation of budgets, financial plans, and funding. Assists with procurement and contracting requests for an organization. Assists with development, planning, and issuance of policy and procedures for an organization. Provides directions to coworkers. Plans, organizes, and evaluates administrative matters in a medical center organization. Has experience working with researchers in the planning stages of research protocols to identify budget needs for grant submissions. Experience working with research ethics and regulatory requirements (e.g., IRB, IACUC). Experience ensuring compliance with federal, state, and institutional regulations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
