Management Analyst
What you'd do
The position serves as a Management Analyst in the Office of the Director. Develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. Recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments.
Major duties
In the position, the duties include but are not limited to: Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations.Handles correspondence and is privy to sensitive employee and labor relations issues such as local negotiations, grievance responses, and disciplinary/performance action drafts and files. Acts with extreme confidentiality and discretion when dealing with highly sensitive employee and labor relation matters for example, disciplinary actions and management strategy in negotiations with labor. Provides local advice and prepares memos for the Director regarding labor management issues, master agreement discrepancies and management's position on such issues such as changes in working conditions or conditions of employment within the Regional Office. Keeps all records and timetables concerning Master Agreement matters for the Director's Office. Provides support for innovative programs aimed at highlighting and improving mission effectiveness; maintaining, adjusting, and recommending short and long term plans as required by changes or evolution in mission and objectives. Utilizes statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Investigate and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director(s). Reviews initiatives, measures the RO's performance toward initiatives and advises the Director of corrective action to be taken to meet initiatives. Assists in the formulation of action plans to track RO progress with respect to implementation goals and facilitates work or program reviews to improve results. Responsible for continuous communication of results to Director and other Management. Develops and employs advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs. Work Schedule: Full Time, Monday - Friday, 8:00AM - 4:30PM Compressed/Flexible: Not Available Telework: Yes - This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/21/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current/former Federal employees must also meet time-in-grade (TIG) requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. A Standard Form 50 (SF-50) that shows your TIG eligibility must be submitted with your application materials. Applicants must submit their most recent Notification of Personnel Action, SF-50: Official SF-50 that shows you held the grade (or higher) for the full performance level of the position you are applying for, or Official SF-50 that shows you held the next lower grade for at least one year for the position you are applying for. Multiple SF-50s may need to be submitted to show this. NOTE: Do not submit Award or General Adjustment SF-50s, as they do not provide sufficient information and will not be accepted for the purpose of verifying TIG. SPECIALIZED EXPERIENCE REQUIREMENT: Applicants must have 52 weeks of specialized experience equivalent to the next lower grade GS-11. Specialized Experience is defined as experience counseling Veterans, their dependents, and their representatives, both orally and in writing, regarding the full array of benefits available through the Department of Veterans Affairs, as well as state, federal and local benefit programs concerned with Veterans. Examples of specialized experience would typically include, but are not limited to the: Comprehensive knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; Conducting detailed analyses of complex issues, mastery of organizational principles and project management, Utilizing various software, technological and social media platforms. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; etc. No special physical demands are required to perform the work.
