What you'd do

Major duties
You will evaluate the effectiveness of instructional and educational programs. You will establish instructional design and development criteria through the analysis of educational or instructional problems. You will communicate regularly with subject matter experts and course faculty advisors to solicit feedback, identify best practices, and share strategies. You will write technical reports documenting the efforts, conclusions, or recommendations of analysis and evaluations. You will arrange documents (e.g., Naval messages, correspondence, reports, memoranda, point papers, briefs) to optimize efficiency and effectiveness. You will observe instructor performance throughout the training facility and evaluates performance utilizing a standardized checklist. You will participate in special projects such as pilot programs, functional process improvement teams, quality teams, and working groups.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience determining suitability and educational adequacy of materials based on the needs and learning objectives. *Experience writing lesson plans, training texts, instructors' manuals, and supplemental study guides. *Experience constructing and revising objective tests that cover designated units of established courses of a conventional nature. *Experience reviewing and evaluating existing audiovisual aids such as film strips, slide-tape presentations, charts, diagrams, and other aids. GS-09 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working independently or through collaboration, perform specialized assignments designed to increase knowledge and build skills that contribute to the development of testing tools; 2) Assisting in conducting research and drafting reports; apply job analysis knowledge and techniques in test development; assist in drafting and preparing presentations; 3) Gathering and analyzing data to evaluate the reliability and validity of tests, supporting efforts to continuously improve processes; 4) Developing course materials to train employees on pay and personnel services; 5) Developing surveys to obtain feedback from students, supervisors, and instructors. 6) Applies analytical and evaluate methods/techniques to determine training effectiveness and processes that improve the efficiency and effectiveness of instructional programs. NOTE: All experience must be fully demonstrated in your resume to be considered for the position. GS-07 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience must demonstrate the following: 1) Conducting occupational and job analyses on position assessment and personnel placement; 2) Assisting with technical writing and proper grammar in the development of occupational test questions; 3) Assisting with developing in-service training for individual or groups of personnel; 4) Assisting in the identification and documentation of functional system requirements to support test development; 5) Drafting standard operating procedures for test development and apply established procedures to test development; and 5) Briefing testing procedures and provide general/basic information on testing concepts to visiting personnel.
