Program Analyst (Performance)
What you'd do
This position is located in the Office of Planning and Performance (OPP) within the Department of Strategic and External Affairs (DSEA), Peace Corps headquarters, Washington DC. The incumbent reports to the Chief of Strategic Planning and Data Governance and serves as a lead analyst on a team charged with using data to devise, monitor, and evaluate detailed plans, goals, and objectives for the implementation and administration of major Peace Corps priorities and activities.
Major duties
The Program Analyst (Performance) contributes to the agency's strategic planning, performance management, and the digital transformation of how the Peace Corps conducts its business. Major duties fall into three areas: 1. Data Analysis, Reporting & Visualization- Gathers, transforms, and analyzes large or complex datasets to produce clear, decision-ready insights, using AI-assisted tools to accelerate data transformation (e.g., writing and refining queries) while owning the analysis and interpretation. Builds reports, dashboards, and visualizations using business intelligence and visualization tools (e.g., Power BI, Tableau) so leaders and staff have ready access to reliable data Responds to data and analysis requests from internal staff, leadership, and the public, tailoring findings to the audience. Automates recurring data collection, analysis, and reporting to improve speed and accuracy. 2. Enabling Digital Transformation Across the Agency- Partners with offices across the agency and works closely with the Office of Information Systems (OIS) to ensure the Office of Planning and Performance (OPP) and agency staff have the data, tools, and workflows they need to do their jobs well. Identifies opportunities to adopt new tools and better ways of working, and helps colleagues learn and adopt them. Contributes to responsible data governance and data-sharing practices in coordination with the analyst who leads that work, ensuring efforts connect to the broader transformation agenda. 3. Strategic & Performance Planning- Supports development, review, and reporting for agency-wide strategic and performance products, including the Annual Performance Plan, Annual Performance Report, and quarterly performance reviews, consistent with OMB and Congressional requirements and timelines. Helps interpret federal performance management law, policy, and practice and translate it into practical guidance for agency leaders and goal leads. Supports the design of accountability and strategic-alignment systems that help the agency execute on its priorities.

This vacancy is being announced at: two grade level(s Specialized Experience at the FP-4 (GS-11) Level: To qualify for this position at the FP-4 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-5 or GS-9. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: Assisting with analytical or evaluative work related to program performance, organizational effectiveness, or strategic planning; Gathering and transforming data and preparing draft reports, summaries, or visualizations; and Using data, spreadsheet, or business intelligence tools (e.g., Excel, Power BI, Tableau, SQL, or comparable tools) to organize or present information. ~OR~ Ph. D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Specialized Experience at the FP-3 (GS-13) Level: To qualify for this position at the FP-3 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-4 or GS-11. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: Developing or analyzing performance measures and preparing comprehensive reports, briefings, or recommendations that inform program or organizational decisions; and Using data analysis and visualization tools (e.g., SQL, Python or R, Power BI, Tableau, or comparable tools) to analyze complex datasets and communicate findings to varied audiences. ~OR~ A combination of education and experience. ~AND~ Time-in-Grade Requirements: Current or former Federal employees, including Peace Corps employees, must meet applicable Time-in-Grade requirements to be eligible for this position. For positions above the FP-09 (GS-05) level, you must have completed at least one year (52 weeks) at the next lower grade in the normal line of progression for the position to which you are applying.All current or former Federal employees, including internal employees, must provide a copy of their SF-50(s), "Notification of Personnel Action," to demonstrate that you meet Time-in-Grade requirements.
