What you'd do

Join the Indian Health Services as a Health System Specialist (CAC) at the Red Lake Service Unit in Red Lake, MN, supporting electronic health record (EHR) systems and clinical information applications. Work with staff to implement and optimize healthcare technology, improve workflows, troubleshoot system issues, and provide technical guidance supporting quality patient care. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Major duties

Total Compensation Package - Check out IHS's outstanding total compensation package for this job: Health System Specialist Total Compensation | Pay (ihs.gov) Serve as the application manager for assigned electronic health record (EHR) and clinical software applications, including implementation, maintenance, and optimization. Configures, tests, troubleshoots, and optimizes EHR and clinical application functionality. Analyzes workflows and recommends system improvements to support clinical operations. Provides user training and technical guidance to clinical and administrative staff. Coordinates with clinical leadership, information technology, and program staff to implement, support, and optimize clinical information systems. Develops reports, analyzes data, and supports regulatory reporting, quality improvements, and accreditation requirements.

What you need to qualify

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration, with coursework in health care administration. OR Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Analyzing clinical or operational workflows; supporting the implementation, maintenance, configuration, or troubleshooting of electronic health record (EHR) systems or other clinical applications; providing technical support or user training; collaborating with clinical, administrative, or information technology staff to resolve system or workflow issues; and supporting healthcare operations through the use of clinical information systems. OR: A Ph.D.; OR equivalent doctoral degree; OR three (3) full years of progressively higher education leading to such a degree or LL.M., if related; OR: The combination of education and experience must equal at least 100% to qualify. Applicants qualifying through education or a combination of education and experience must provide copies of their transcripts. GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Implementing, configuring, maintaining, or optimizing an electronic health record (EHR) system or other applicable applications; Analyzing complex clinical or system issues and developing recommendations or solutions; coordinating system implementations or workflow improvements with clinical, administrative, and informational technology staff; providing technical guidance or user training; and supporting regulatory reporting, accreditation, or data management requirements within a healthcare environment. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). This position is ineligible for the Bargaining Unit. This position has promotion potential to the GS-GS-12 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied. You must meet all qualification requirements within 30 days of the closing date of the announcement.
