Program Analyst (Informatics)
What you'd do
The incumbent serves as a Program Analyst (Informatics) located at the Augusta VA Health Care System, in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.
Major duties
Major duties and responsibilities include: Conducts market research and evaluates candidate products. Performs observational studies and techniques to see how people interact with devices, products, and systems. Coordinates among multiple services to ensure patient care technology is effectively and efficiently integrated into the clinical workflow Enables healthcare capabilities and the evolution of technology, to deliver quality care, by dev, implementing, and maintaining informatics Prepares electronic health records (EHR) usability, and ability to interface with other information- based systems. Provides training on clinical software programs and uses creative and well-developed interpersonal skills Participates in actions to evaluate, test, and report on errors found when working with systems and applications. Develops educational handouts, administers computer-based learning modules, and other vehicles. Provides formal and informal in- services to facility staff on the various software packages utilized at their facility. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Physical Requirements and Work Environment: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room, and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing. The employee is in on-call status as needed and works flexible hours to meet the needs of the facility end user. Work Schedule: Monday-Friday. 8:00am-4:30pm. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS -05 Specialized Experience: You must have one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst at the developmental level (GS-05), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-04) in the Federal service. Examples of specialized experience commonly include, but are not limited to: Overseeing and customizing VistA clinical software packages such as Text Integration Utility (TIU), Order Entry/Results Reporting (OE/RR), Clinical Reminders, and Team List Management; providing training to non-clinical users on CPRS functionality and daily operations; troubleshooting software issues; and working with national and local IT/BioMed support teams to resolve VistA/CPRS-related issues. OR, Education: Applicant my have successfully completed a 4-year course of study in field leading to bachelor's degree, in an accredited college or university. Must submit a copy of transcript. Combination- Successfully completed education above high school and specialized experience directly related to the work of the position, which may be substituted to meet the requirements of the position. GS-07 Specialized Experience Requirement: You must have one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst (Informatics) at the developmental level (GS-07), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-05) in the Federal service. Examples of specialized experience is listed above: OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or a bachelor's degree with Superior Academic Achievement (SAA). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience, as described above, and a bachelor's degree. GS-09 Specialized Experience: You must have one (1) full year of specialized experience that equipped me with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst (Informatics) at the full performance level (GS-09), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-07) in the Federal service. Examples of specialized experience is listed above. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must a master's or equivalent graduate degree, 2 (two) full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. ( if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) full year of graduate-level education. GS-11 Specialized Experience: You must have one (1) full year of specialized experience that equipped me with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst (Informatics) at the full performance level (GS-11), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09) in the Federal service. Examples of specialized experience is listed above. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such as degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with application. Education cannot be credited with documentation. GS-12 Specialized Experience: You must have one (1) full year of specialized experience that equipped me with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst (Informatics) at the full performance level (GS-12), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the Federal service. Examples of specialized experience is listed above.
