This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Durham VA Health Care System (VAHCS) in Durham, North Carolina, within the Occupational Safety and Health Service. This position reports directly to the Chief, Occupational Safety and Health Service and supports all functions and programs managed by the Service.

Major duties

The primary purpose of the position is the coordination and monitoring of all necessary administrative functions within the Occupational Safety and Health Service. Key functions of the position include, but not limited to assisting in strategic planning; creating and maintaining statistical data for decision-making purposes; developing and monitoring cost effective programs; and developing policies as appropriate. Incumbent serves as the responsible individual for providing administrative leadership and coordination for the development, implementation, evaluation, interpretation, revision, and necessary corrective action of all applicable administrative policies, functions, activities, operations, and programs for the Service. Incumbent assesses the success of all administrative duties and actions in terms of productivity, proper manpower utilization, improved efficiency, and economic resource management both within the Occupational Safety and Health Service and throughout the entire Health Care System where applicable. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of recruitment, performance management, position management, incentive awards, leave administration and workload distribution in order to perform administrative duties as the Human Resources liaison for all personnel issues such as projecting staffing needs, handling disciplinary actions and reporting them through the proper channels identifying and analyzing HR processes, and delivering and maintaining HR information systems like HR Smart/MSS and LEAF. Knowledge of administrative concepts and practices to recommend changes in administrative policies, create and implement procedures and practices affecting operations of the entire Occupational Safety and Health Service.OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent degree or successful completion of two full years of progressively higher level of graduate education leading to a master's degree or completion of a L.L. B. or J.D. that is related to the position being filled. (Transcripts Required).OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree. (Transcripts Required).
