This position is located in the Appellate and Supreme Court Litigation Branch of the Division of Enforcement Litigation. The function of this Branch is to conduct the litigation in the Court of Appeals involving the enforcement or review of Board. The incumbent of this position serves as one of several supervisors in the Branch and is responsible for preparing and litigating the most difficult cases in the Courts of Appeals.

Major duties

As a Supervisory General Attorney (Labor) (Supervisory Appellate Attorney), GS-0905-15, your typical work assignments may include: Performing legal research and analysis; ensuring the technical accuracy and completeness of briefs in addressing the factual and legal issues involved with cases to include the applicable citations of law. Supervising a team of attorneys, overseeing workloads, contributing to case assignment decisions, training and developing team members to ensure high-quality products. Making oral presentations of cases as the sole representative for the Agency before the Court of Appeals, serving on Agency and Branch committees, effectively providing advice to Agency leadership. Analyzing the rationales of Board decisions and orders, constructing arguments to defend Board findings, and advising attorneys on the merits of cases, courses of action, general approaches, organization of briefs, and lines of legal research. Preparing or overseeing the preparation of comprehensive written briefs of the highest quality and producing a range of written products to include memos, motions, and rehearing papers, and Supreme Court documents.

IDEAL CANDIDATE STATEMENT The ideal candidate for the Supervisory General Attorney (Labor) (Supervisory Appellate Attorney) possesses managerial and/or supervisory experience to lead a team of professional attorneys, or experience demonstrating the skills to perform such duties. The candidate has subject matter expert knowledge of the National Labor Relations Act and other related statutes. The candidate has strong research, writing, and analytical skills that will enable them to prepare and litigate high-level cases. Excellent communication and interpersonal skills to interact with colleagues, senior level management, and external professionals are desired. BASIC REQUIREMENT Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application. Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification. In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Supervisory General Attorney (Labor) (Supervisory Appellate Attorney) GS-15 grade level. Specialized experience includes: Experience interpreting and applying the National Labor Relations Act and other case law to difficult and novel factual and legal issues, where prior precedents do not exist, in unfair labor practice cases; and Experience analyzing difficult/high-level cases and providing authoritative advice on the handling of such cases; and Experience independently preparing and presenting oral case arguments. This experience must be fully supported and articulated in your resume to receive consideration. You will receive credit for all qualifying experience, including volunteer experience. (NOTE: All agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Excepted). As an employee, you may determine your status by checking block 24 on your SF-50. The block must reflect "1" or "2". Also, block 34 must reflect "2").
