Major duties
Manage system program planning, acquisition, audit readiness, business management functions to include financial and contract management, and execution. Provides support in achieving DLA audit readiness goals and objectives to include direct support to audit readiness teams through the completion of specific tasks and deliverables. Interprets and clarifies policies, procedures, performance standards, and monitoring techniques relating to audit readiness, developed systems modifications or changes. Responsible for the coordination and oversight of various IT project management approaches, emerging IT acquisition strategies and application of appropriate methodologies with the analysis of performance measures and quality management. Coordinates with various entities to define acquisition objectives and planning efforts. Focuses on managing inventory, receiving, kitting and other functional Distribution processes Demonstrate experience working with and maintaining warehouse management and distribution systems (Warehouse Management System (WMS), the Distribution Standard System (DSS) Utilize ServiceNow (SNOW) for incident and process management
What you need to qualify
To qualify for an IT Program Manager (SYSANALYSIS), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Evaluates and reviews projects by aligning legal authority and policy with technical guidance, budgets, acquisitions, and audit readiness. - Investigates and assesses emerging technologies to determine their applicability for adoption, improving the design, implementation, and support of existing IT capabilities and application software - Supports logistics business systems, specifically with the Warehouse Management System (WMS) and Distribution Standard System (DSS) - Understanding of applicable audit readiness end-to-end processes within a process management functional area, including managing internal controls across both manual and automated system workflows Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
