What you'd do
The Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future. The official title of this position is Information Technology Cybersecurity Specialist (INFOSEC) GS-2210-13/14.
Major duties
Typical work assignments at the GS-13 level include, but are not limited to: Assessing policy needs and collaborate with stakeholders to develop policies to govern cyber activities. Monitoring and providing analysis on gathered feedback on customer satisfaction and internal service performance to foster continual improvement. Assisting/Conducting audits of information technology (IT) programs and projects. Developing, maintaining, and communicating program-to support consistent execution and informed decision-making. Building and sustaining productive relationships with customers, IT process owners, service managers, product owners, procurement officials, and interagency stakeholders to coordinate requirements, service delivery, and policy outcomes. Establishing and maintaining communication channels with stakeholders. Identifying service delivery gaps, security control weaknesses, and procurement-related risks. Typical work assignments at the GS-14 level include, but are not limited to: Balancing and prioritizing services to meet overall customer requirements, constraints, and objectives. Evaluating trade-offs among cost, schedule, performance, and security to recommend project costs, design concepts, and design changes across the acquisition life cycle. Developing, maintaining, and communicating program-to support consistent execution and informed decision-making. Managing the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements. Briefing leadership on significant service performance issues, tailoring messages to the audience and decision needed. Developing recommendations for optimization, upgrades, and corrective actions; and track issues to resolution. Collaborating with stakeholders to develop policies to govern cyber activities. Providing guidance across the total acquisition life cycle (including National Security Systems where applicable).

You qualify at the GS-13 and GS-14 grade level, if you have: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. AND SPECIALIZED EXPERIENCE: In addition to meeting the qualification requirement listed above, you must have at least one year of specialized experience at the next lower GS-grade level (or equivalent). Specialized experience is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. You qualify at the GS-13 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing at least four (4) of the following duties: Defining technical related programs and projects; Developing technical plans, strategy and policies to support and align with organizational cybersecurity initiatives and regulatory compliance; Developing methods to monitor and measure risk, compliance, and assurance efforts; Managing the underlying technical operational processes; Advocating for changes in policy that will support new initiatives or required changes/enhancements; Consulting with customers to evaluate functional requirements and translate functional requirements into technical solutions; Overseeing the development, implementation and evaluation of solutions for cybersecurity tools integration based on systems requirements, capabilities, and constraints to ensure the design meets customers' satisfaction; OR Managing the technical planning process to ensure that developed solutions meet customer requirements. You qualify at the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing at least four (4) of the following duties: Leading development of methods to monitor and measure risk, compliance, and assurance efforts; Reviewing needs analysis to determine opportunities for new and improved business process solutions are relevant to the organization; Reviewing technical data to ensure they meet customer requirements; Administering policy guidance to technical management, staff and users; Recommending the appropriate measures through internal and/or external product releases (alerts, advisories, etc.); Conducting risk and vulnerability assessments to protect infrastructure assets and mitigate network vulnerabilities; Providing advisory services to leadership to ensure the proper operation of technical systems throughout an organization; Providing technical expertise of current and evolving best practices in cybersecurity and to the broader stakeholder community; OR Leading partnership meetings with external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
