What you'd do

he mission of the Planning, Performance, and Integration Office (PPIO) is to advance the enterprise-wide strategic direction of WHS in achieving its goals and objectives. PPIO manages and moves forward WHS organizational performance by delivering frameworks that establish cross-functional standards, conducting performance management, and ensuring integration efforts, outreach, and engagement are aligned and deliver strategic outcomes for WHS and its customers.

Major duties

The incumbent of this position serves as the Senior Data Strategist and Principal Advisor, managing end-to-end data strategies, optimizing complex data pipelines, and leveraging deep expertise in data architecture and business intelligence (BI) to shape the agency's enterprise-wide strategic direction. Typical duties include: Leading, directing, and coordinating advanced data science and analytics initiatives, independently designing and executing sophisticated statistical models and quantitative analyses to interpret significant patterns within large-scale, disparate datasets. Directing high-impact, enterprise-wide strategic project management, exercising authority over all phases of project lifecycles (scope, objectives, metrics) to build reporting solutions, dashboards, and automated processes that evaluate organizational efficiency and program effectiveness. Establishing and overseeing comprehensive data quality and governance frameworks, directing rigorous data validation, anomaly detection, and automated cleansing protocols throughout the entire data life-cycle to ensure the absolute integrity and regulatory compliance of all strategic decision-making data. Serving as an expert consultant to senior leadership, leading analytical teams and serving as a critical liaison to translate highly complex technical findings into clear, compelling executive presentations, decision papers, and actionable business solutions that drive critical resource allocation and policy development.

In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Utilizing statistical modeling, quantitative analysis, and Business Intelligence (BI) tools to analyze datasets, identify complex trends, and evaluate enterprise-wide operational efficiency; Identifying operational risks, and developing data-driven, strategic recommendations for leadership decision-making; Translating complex statistical findings into executive-level dashboards or decision papers/briefings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
