This Administrative Officer position is located in the Nutrition and Food Service Department, at the VA Connecticut Medical Center, located in West Haven Connecticut. The primary purpose of this position is to serve as the Administrative Officer (AO) for Nutrition and Food Service (N&FS) and is responsible for the Nutrition & Food Service administrative programs.
Major duties
This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center West Haven CT, in the Nutrition and Food Service (N&FS) Department. The primary purpose of this position is to serve as the Administrative Officer (AO) for Nutrition & Food Service (N&FS) and is responsible for the coordination and monitoring of all Nutrition & Food Service Administrative Programs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties include, (but are not limited to: Oversees and facilitates the administrative management for Nutrition & Food Service. Provides technical and administrative supervision to a Budget Technician, Program Support Assistant (OA) and administrative support staff. Manages the incentive awards program. Carries out Equal Employment Opportunity policies and program activities. Develops indicators, monitors and compiles data collection and analysis, and corrects actions and preparation of related reports Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division. Participates in regular meetings with leadership and other senior members to address administrative management issues, resolve problems and provide recommendations for correcting or improving processes and programs. Serves as the department Automated Data Processing Application Coordinator (ADPAC) and Contracting Officer's Representative (COR). Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures and position management for the Service. Reviews, interprets and provides recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all Service operations. Participates in the planning for budgeting needs and financial management for Nutrition & Food Service. Attends budget calls, reviewing guidelines and instructions in order to brief managers of schedules and data requirements. Coordinate with Assistant Chief, N&FS/Food Production Manager to control purchasing and use of supplies. Reviews office needs in order to plan and develop budget data and justification for review and approval. Performs other related duties as assigned. Work Schedule: Full-Time, 40 Hours a week, Monday-Friday, 7:00am - 3:30pm, EST Telework: At Supervisory Discretion. Virtual: This is not a virtual position. This position is covered by locality-based comparability pay. Veterans' preference does not apply for internal or other current permanent Federal agency employees. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the Program Analyst position, and that is typically in or related to the work of the position to be filled. Specialized experience is demonstrated work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative support activities; applying budget and finance principles, practices and methods; maintaining proper financial balances and distributing resources to all activities within planned limitations; monitoring and tracking obligations and expenditures throughout the budget execution phase; evaluating the utilization and management of human resources, material and financial resources; researching and assembling data; and advising on management and fiscal problems. NOTE: Your experience must be fully documented on your resume in order to receive credit. OR, SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of a master's degree or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree in a related field of study that demonstrates the ability to perform the duties of the position. NOTE: This education must have been obtained at an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. OR, Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
