About the Position: Incumbent serves as a Program Analyst, Special Programs Directorate, Office of the Administrative Assistant to the Secretary of the Army. Serves as an expert authority on assigned program(s) for Headquarters Department of the Army (HQDA), Army Commands (ACOMs), Army Service Component Commands (ASCCs) and Direct Reporting Units (DRUs).

Major duties

Act as an expert consultant to HQDA, Army Commands, Army Service Component Commands and Direct Reporting Units on integrating transformational changes with program(s)requirements. Utilizes a wide range of qualitative and quantitative methods to independently conduct complex studies, perform analyses, and submit staff papers which serve as input for the establishment of objectives and policies Provides organization management or structuring advice and guidance to promote greater effectiveness, efficiency and economy, and to resolve problems of significant magnitude. Extrapolates trends and directions from data and recommends solutions and courses of action for Army leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year specialized experience which includes 1) Conducting complex qualitative and quantitative analyses on transformational initiatives to formulate strategic program objectives and policy recommendations; 2) Extrapolating programmatic trends and operational directions from diverse data sets to recommend actionable courses of action and solutions for senior leaders; and 3) Educating stakeholders on program requirements to ensure strict compliance with leadership intent. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
