What you'd do

This position is in the Office of Enforcement and Compliance Assurance (OECA), Office of Site Remediation Enforcement, Regional Analytics Division, Program Evaluation and Training Branch. About: OECA This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

Major duties

You will: Provide authoritative administrative, analytical, and program planning expertise for all division activities to identify and communicate national cleanup enforcement trends, ensure the effectiveness of program strategies, and deliver annual training and support to stakeholders. Exercise a full range of supervisory personnel management responsibilities over subordinate staff and effect successful workflow, performance, and employee development. Lead policy, operational, and strategic functions of the Program Evaluation and Training Branch (PETB), supporting implementation of cleanup enforcement program goals and objectives. Plan and develop multi-year budget proposals, schedules, justifications, and work plans to address resource, contract, staffing, and compliance needs. Oversee and direct staff with contract responsibility and guarantee Agency contract management policies, ethics, and Federal regulations are followed. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position.

What you need to qualify

NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as advising senior officials on resource management issues; serving as an expert in training, program evaluation, work planning, contract management, and/or performance measures; and overseeing or leading the daily activities of a team or staff members. You will need the following competencies in order to perform the duties of this position successfully: Manages and Organizes Information* Organizational Performance Analysis Planning and Evaluating* Employee Development Managing Employees Strategic Thinking* Organizational Development Stakeholder Management Budget and Cost Management Financial Management and Analysis Attention to Detail Contract Management Integrity/Honesty *You will be evaluated on these critical competencies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
