This vacancy is for a GS-080-13, Security Specialist (International Port), located in the Assistant Commandant for Prevention Policy, Director of Inspections and Compliance, Office of Int'l & Domestic Port Security Assessment, International Port Security Assessments Division in Washington, DC.

Major duties

You will serve as a Security Specialist (International Port) responsible as a desk officer and primary point of contact for field personnel assigned to the International Port Security (IPS) Program, interagency partners and other USCG offices. Managing an assigned portfolio of international trade partners, assisting and advising program managers on development of overall policy, and processes documentation related to foreign commercial port security evaluations. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Maintaining awareness of relevant issues with national or international impact and participating in determining goals, objectives, strategies, resources, and schedules for port security assessment visits. Leading and/or participating in or evaluating assessments of foreign ports to evaluate their security measures, infrastructure, and compliance with international standards such as the ISPS Code. Conducting research to identify and analyze relevant laws, regulations, industry standards, and best practices. Drafting and revising policies and procedures that are clear, concise, and aligned with the organization's strategic goals. Developing and delivering training and communication materials to educate employees about new or revised policies. Serving as the subject matter expert, independently developing responses to inquiries from USCG offices, U.S. agencies, foreign governments, and the marine industry regarding IPS Program activities. What you need to qualify

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience include performing the following types of tasks on a regular basis: Applying administrative laws, national and/or international regulations, policies, and precedents applicable to the administration of maritime and port security programs for commercial ports and vessels. Designing port security assessments and developing port security plans for various types of port facilities. Developing, implementing, and maintaining port-security measures in a port facility to prevent, detect, and respond to threats in accordance with the ISPS Code and other security regulations. Applying techniques and methods for conducting security evaluations, audits, drills, and exercises within the port and maritime field. Providing training to strengthen compliance processes and enhance the ability of port-security personnel and authorities to prevent, detect, and respond to maritime threats.
