Supervisory Logistics Management Specialist
What you'd do
This position is located in the Bureau of Administration Global Operations, Post Support and Travel Directorate, Office of Personal Property, Global Fleet Division. The division is responsible for setting internal control standards and approves systems that account for fixed asset personal property for the Department worldwide, including general use administrative property and specialized program property. The incumbent will provides guidance on property management operations and systems.
Major duties
Leads cross functional coordination through the Fleet Management Council, conducting strategic planning for development of long-range plans and program objectives, to define and clarify the fleet mission, goals, objectives, and performance measures. Develops, issues, and monitors Department's policies, procedures, instructions, and guidance pertaining to the acquisition, control, shipping, handling, distribution, inventory, and warehousing of motor vehicles utilized at overseas posts. Serves as a first level supervisor for subordinate staff handling all aspects of program oversight– from acquisition and disposal of motor vehicles to delivery of training. Initiates or participates in the review for improvement of work methods, organizational features, and the structuring of positions to achieve optimum efficiency, and resolve complaints from employees. Collaborates with senior level managers in other federal agencies, to include OMB and GSA; interfaces with representatives in other fleet programs; leads/participates in intra and interagency meetings and conferences as a Department representative.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing technical guidance in interagency or intra-agency working groups to analyze and resolve complex fleet or supply system challenges. Experience developing and communicating complex policies, processes, and analyses related to fleet or logistics management to a wide range of audiences through advanced written and oral communication and exercising sound judgment and discretion when responding to professional or politically sensitive challenges. Experience making decisions or recommendations that significantly affect the content, interpretation, or development of long-range or interrelated organizational policies or programs governing fleet management. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
