The primary purpose of this position is to serve as a Passenger Travel Agent responsible for implementing traffic management plans, programs policies, procedures, management systems, and techniques incident to the worldwide movement of personnel.

Major duties

Ensure that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the teams as strategies, goals, objectives, work plans, and work products and services. Oversees performance of Commercial Travel Office (CTO), while serving as a Quality Assurance Evaluator (QAE) to provide reservations and ticketing services for commercial air, water, bus and rail carriers. Represents the passenger travel element with a variety of installation and functional area organizations. Recognized authority to the base population for all travel questions and the interpretation of the Joint Travel Regulations (JTS) and other applicable travel regulations.

What you need to qualify

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, HERE. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NK-02, equivalent to the next lower grade GS-07 or equivalent in other pay systems. Specialized experience is experience assisting with the implementation of traffic management plans, programs, policies, procedures, transportation management systems, and techniques incident to the worldwide movement of personnel; providing assistance and advice to help resolve problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicants MUST possess one full year of graduate level education that is directly related to the work of the position being filled such as, Business Administration (with a specialization in Logistics/Transportation). NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have less than the full amount of experience as described in A and I have less than the full amount of education described in B. Therefore, I have a combination of experience as described in A and education as described in B above. NOTE: You must submit a copy of your transcripts. Ideal Candidate: Candidate is a highly organized multitasker with a strong background in logistics or supply chain management. Excellent communication skills to coordinate with multiple people, companies and leadership daily. One to three years in transportation, dispatch or logistics operations is desired. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of an extensive body of transportation regulations, methods, and practices to perform a wide variety of travel assignments and resolve conflicts and problems. 2. Knowledge of transportation entitlements and documentation requirements for foreign and domestic relocation travel for DoD military/civilian personnel and their dependents in accordance with the Joint Travel Regulation and Joint Federal Travel Regulation. 3. Knowledge of a variety of types of passenger travel to arrange commercial, government owned, or contracted domestic and foreign travel. 4. Knowledge of contract quality assurance procedures and enforcement. 5. Knowledge of passenger service center protocols and procedures. 6. Ability to represent the organization in a professional manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
