What you'd do

The Deputy Principal Executive Director, Office of Acquisition, Logistics, and Construction (OALC), oversees the Office of Procurement, Acquisition, and Logistics (OPAL) operations, which consist of a central office staff and OPAL field activities. OPAL provides comprehensive, strategic acquisition support for VA's highly complex requirements, including strategic Information Technology and medical systems.

Major duties

Major duties include but are not limited to: Serves as a Senior Management and Program Analyst assigned to conduct special projects, internal management studies, and analyses for programmatic oversight of complex procurement and contracting issues under the Program Advisory Support Service (PASS) Office; Provides advisory services to OPAL Leadership on acquisition management and oversight systems, techniques, special relationships, and organizational alignments; Utilizes complex analytical techniques to evaluate and analyze agency-wide systems and applications to determine whether the current acquisition systems efficiently accomplish the objectives sought and provide the necessary controls for sound management; Coordinates with acquisition and logistics offices in support of highly technical or complex contract support where little, if any, precedence exists; Advises on new acquisition and logistics policies that impacts the readiness of OPAL programs and inter-related Other Government Agencies (OGA); Conducts oversight into the development of a wide range of the most complex policies and procedures impacting critical processes and functions of the OPAL acquisition program; Represents OPAL units on VA-wide and inter-related OGA projects to ensure organizational objectives are achieved with various VA workgroups (e.g., VA Acquisition Regulation (VAAR)/VA Acquisition Manual (VAAM)) throughout the VA acquisition community; and Facilitates as a subject matter expert on legacy and modernization efforts to integrate business requirements and functionality into line-item details and other pertinent briefcase documents (i.e., the VA Supply Chain Master Catalog (SCMC)) for non-expendables contract data and cloud-based momentum applications (i.e., Integrated Financial and Acquisition Management System (iFAMS)) for financial and acquisition operations. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Employing mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of Government-wide contracting planning, acquisition, and management process to prepare long-range (i.e., up to five year) and short-range (one year or less) planning guidance in accordance with broad agency program policies and objectives; Utilizing judgment and ingenuity in interpreting the intent of the guides that do exist and in developing applications to acquisition technical oversight to direct complex internal and inter-related Other Government Agencies (OGAs) studies requiring application of advanced analytical and statistical methods and techniques; or Leading, developing, and implementing broad advisory programs based on new or revised acquisition legislation and regulatory initiatives to coordinate project activities with managers, consultants, and business executives across inter-related organizations (i.e., Office of Management and Budget, Office of Inspector General, Government Accountability Office, etc.,) considering a wide range of issues which affect the program (e.g. recommendations affecting major acquisition programs, dealing with substantial expenditures, changing nature and scope of acquisition organizations). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. No physical demands are required to perform the work. To be found well qualified, applicants must meet the following qualifications: Hold an active Project Management Professional (PMP)® certification from the Project Management Institute (PMI); Possess four years of Federal program management experience working on complex, critical risk, and mission critical contracts within the agency; and Holds an active Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level III from the Office of Federal Procurement Policy's (OFPP). Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington, DC, Fredericksburg, VA, or Frederick, MD.
