About the Position: This Purchase Card Business Manager position is with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Contracting Division with a duty station location of Ft. Worth, TX. This is a developmental GS-05/07/09 position. Full performance for this position is the GS-09 grade level.
Major duties
Coordinates and oversees the Command Purchase Card Program as the Purchase Card Business Manager (PCBM). Ensures compliance with governing Federal Acquisition Law, Army Procurement Policy, general Supply Policy and Purchase Card Program Policy. Establishes and controls user account information including vendor/commodity blocking and recommending procurement authority for cardholders. Reviews procurement activity using numerous available resources including but not limited to bank provided reports, available on-line data via the program bank, and various software programs on a personal computer. Maintains current Purchase Card Program information to develop and conduct user training for the effective operation of the program. Develops and disseminates specialized training as required for management, reviewing officials and cardholders to ensure compliance with program requirements. Provide most cost-effective procurement support in terms of timely procurement support, volume purchasing power, ease of administration, minimized manpower requirements and maximizing customer satisfaction.

GS-05 Minimum Requirements: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes processing purchase requests, maintaining vendor records, completing and pulling various types of reports. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four-year course of study leading to a bachelor's degree relating to Business, Accounting or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. GS-07 Minimum Requirements: Specialized Experience: One year of specialized experience which includes 1. Reviewing purchase card transactions against federal acquisition regulations.; 2. Track procurement activities using automated systems. AND 3. Coordinate with financial institutions and vendors to resolve payment discrepancies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, or Finance. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09 Minimum Requirements: Specialized Experience: One year of specialized experience which includes 1. Conducting audits of procurement transactions to identify unauthorized purchases or policy violations.; 2. Providing technical training to cardholders and approving officials on proper use of delegated procurement authority.; AND 3. Analyzing procurement data using multiple reporting systems to identify trends, potential fraud, or account compromises. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, and Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-05 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04). GS-07 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
