What you'd do

This position is part of the Office of the Chief Information Officer, Department of Energy. As a Support Services Contract Analyst, you will serve as an advisor to senior information management officials on information technology acquisition initiatives of the Department and provide information technology acquisition policy, and guidance to the DOE Information Management community.

Major duties

As a Support Services Contract Analyst, you will: Develops and manages contracts for services, ensuring all legal and regulatory requirements are met from the initial planning stages through the final closeout of the contract. Serves as the main advisor on all procurement-related issues, offering expert guidance to project teams and leadership to ensure the government obtains the best value. Leads negotiations with contractors to resolve issues, adjust contract terms, and ensure that all parties adhere to the agreed-upon conditions. Monitors contractor performance to ensure that all services are delivered on time, within budget, and in accordance with the quality standards outlined in the contract. Analyzes and makes recommendations on contract-related financial matters, including evaluating costs, managing budgets, and approving payments. Prepares and maintains all necessary contract files and documentation to ensure a complete and accurate record of all contractual actions and decisions is readily available.

What you need to qualify

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 of the following: Develop and execute acquisition strategies for high value support services, including drafting performance based SOWs/PWSs, establishing evaluation criteria, and defining performance metrics. Lead complex contract negotiations and vendor engagements, finalizing terms, executing intricate modifications, and resolving high stakes performance or billing disputes. Conduct comprehensive contract oversight and financial analysis, monitoring vendor performance against SLAs/QASPs, reviewing expenditures, performing cost/price analyses, and auditing invoices for compliance and cost control.
