ASSISTANT DIRECTOR FOR FINANCIAL OPERATIONS
What you'd do
This position is part of the Department of Defense, Defense Security Cooperation Agency. This is a Tier II SES level position.
Major duties
Orchestrates the budget formulation process for DSCA's unique multi-year substantive financial programs, encompassing analysis, planning, scheduling, and coordination of all phases of the Agency's budgeting process to determine resource allocation, sequence, and timing of actions funded through unique non-appropriated and appropriated funds sources. Governs the long-range forecasting, day-to-day administration, and solvency of the Department's Foreign Military Sales (FMS) Trust Fund, working directly with the Defense Financial Accounting Service (DFAS). Exercises executive authority over the allocation of the multi-billion-dollar FMS and Foreign Military Financing (FMF) administrative funds to U.S. Implementing Agencies (IAs), geographic Combatant Commands (CCMDs), War Agencies, and DFAS. Directs the annual Security Assistance Program and Budget Review (SAPBR) process, collaborating with the DSCA Director, Military Department leaders, and other senior officials to finalize the fiscal year (FY) FMS budgets for all Military Departments and implementing agencies. Commands all aspects of the planning, programming, budgeting, and execution (PPBE) processes and advises the DSCA Director on budgeting and fiscal planning activities. Provides executive oversight of the development and publication of resource management decisions (RMD) applicable to the enterprise wide security cooperation community. Drives strategic engagement with a broad spectrum of internal and external executive stakeholders to plan, operate, and provide overall financial oversight for the Do W's multi-billion-dollar FMS, FMF, and building partner capacity (BPC) programs. Architects the security assistance accounts (SAA) financial strategy and policy, providing recurrent updates and authoritative technical guidance for the SAA to the Department's Deputy Comptroller and Deputy CFO to ensure alignment with the long-range plans of the Department's Title 10 financial operations. Executes the Department's FMF programs. Spearheads the analysis, execution, and assessment techniques for diverse lending tools, encompassing federally guaranteed loans for our nation's foreign partners to achieve their defense needs; oversees the drafting of legislative proposals for novel, government-backed loan solutions to bolster the Defense Industrial Base (DIB) and partner needs. Implements programs for rigorous fiscal oversight of security cooperation funds, with the authority to rescind or withhold funding for major programs and decide the stipulations for utilizing these funds, in consultation with the DSCA Director. Drives financial responsibility and technological innovation by reviewing and approving international agreements and administering the security cooperation credit management system. Directs DSCA's contracting and acquisition support program services, providing executive oversight over DSCA's overall acquisition support process, involving major DSCA programs and initiatives.

ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. TECHNICAL QUALIFICATIONS (TQs): 1. Demonstrated experience directing enterprise-level financial management, including budget formulation, execution, accounting, and financial analysis within a large organization. Experience must reflect the ability to manage complex funding sources, reprogram resources to meet mission requirements, and provide strategic financial advice to senior leadership. 2. Demonstrated experience leading audit readiness, internal controls, and financial governance programs within a large, decentralized organization. Experience must include developing financial reporting requirements, implementing risk management and internal control strategies, communicating audit findings to senior leadership, and promoting accountability and stewardship of resources. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate the ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be within the resume.
