The primary purpose of this position is to provide expertise in performance of work requiring critical thinking as applied to enterprise-wide strategy, plans, policies, processes, relating to wargames & exercises, plans, defense planning guidance (DPG) scenarios, lessons learned, continuous process improvement (CPI), current/future concepts, and innovation.

Major duties

Directly assists the commander/director in the management of all SF W&T program functions for Air Force organizations globally. SF Weapons & Tactics Instructor Course (WTIC) and Graduate management OPR. Conduct assessments in all aspects of multidisciplinary security of DoD weapon systems, which includes interoperability, risk identification and mitigation, incident response, mission assurance, and exercise mission areas. Maintains continuous coordination with Air Staff, other service headquarters, and DoD offices to integrate Air Force Planning, Programming, Budgeting, and Execution (PPBE) support actions.

What you need to qualify

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes using qualitative and quantitative methods to assess security operations for strategy, plans, policies, processes, relating to wargames and exercises, defense planning guidance (DPG) scenarios, lessons learned, continuous process improvement (CPI), current/future concepts, and innovation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This announcement establishes a pool of candidates to fill future positions. We accept applications continuously during the open period of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of the concepts, principles, practices, standards, methods, techniques, materials, and equipment associated with the USAF W&T and TD&E programs. Expert technical expertise, leadership ability, communication, and organizational skills to be a Tier 3 chief instructor and lead AF organization's weapons and tactics functions is critical to the successful performance of the work. Expert knowledge of the regulation, policies, directives/instructions, and guidance governing the USAF W&T program and TD&E processes and the ability to maintain relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBS process supports them. The expert knowledge, technical expertise, leadership ability, communication, and organizational skills to execute integrated composite force operations and mission planning cell functions with USAF/joint forces. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skilled in ability; to review and analyze TTP deficiencies and necessary actions to remedy capability gaps/problem areas, advise methods to appraise assigned programs or projects, and identify needs and solutions; develop goals, policies, and procedures; monitor progress; and evaluate success. Expert knowledge in the development of instructional programs aimed at teaching unit operators the functions and capabilities of weapons, weapons-related equipment, weapons-delivery systems, and the employment of weapon/tactics in the operational arena. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
