What you'd do
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality (CCSQ). As a Statistician (Health), GS-1530-13, you will evaluate HHS program data, conduct and evaluate data surveys; perform statistical studies on prices, utilization, and costs related to health care, human services programs, and research activities; and provide statistical guidance on matters concerning HHS programs.
Major duties
Serves as an expert consultant and advisor to top-level subject matter experts and agency officials on a segment of a health or human services statistical project. Conducts research and statistical studies or projects related to statistical computation in the preparation of health cost estimates, human/health services programs, and/or pharmaceutical and medical disease research. Develops statistically reliable methods and strategies to merge survey data with administrative and utilization data. Develops guidelines and provides authoritative interpretations of statistical policies for various State systems that conform to HHS requirements. Analyzes and evaluates various periodic statistical reports providing assistance to correct deficiencies. Serves as a technical expert with respect to all phases of statistical interpretation.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Designing quantitative studies using advanced statistical methods (e.g., regression, difference in differences, survival analysis, hypothesis testing, or multivariate modeling) including independent use of statistical software such as R, Python, or SQL for data management, analysis, and visualization. Evaluating program policies, measurement data, or survey data to identify trends and assess outcomes to develop evidence-based recommendations for decision-makers or stakeholders. Providing expert statistical consultation to support process improvement, quality assurance, or program evaluation initiatives including advising on study design, sampling methodology, and interpretation of analytical results. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
