Supervisory Human Resources Specialist
What you'd do
This position is located in the HHS, Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Division of Workforce Compliance (DWC), Workforce Management Group (WMG). As a Supervisory Human Resources Specialist, GS-0201-15, you will serve as a Director in the DWC under the administrative direction of the Director the WMG leading and managing a staff of HR professionals who are responsible for providing advisory services and guidance to all levels of CMS management team.
Major duties
Directing the agency wide Labor and Employee Relations program and provide authoritative advice to senior leaders on collective bargaining, performance, conduct, grievances, and adverse actions. Leading the administration, interpretation, negotiation, and implementation of the Master Labor Agreement and related labor and employee relations policies. Directing union negotiations and represent or defend the agency in arbitration, labor proceedings, and other third-party hearings. Evaluating program operations, staffing needs, workload priorities, and business processes to improve service delivery, efficiency, and workforce management. Collaborating with agency leaders, legal counsel, labor representatives, and internal and external stakeholders to resolve complex labor and employee relations issues. Supervising subordinate leaders and staff by assigning work, setting priorities, evaluating performance, selecting employees, addressing conduct matters, and supporting staff development. Overseeing advisory services to managers on performance management, disciplinary actions, grievances, employee conduct, and application of labor agreements and agency policy.
What you need to qualify

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Leading human resources professionals responsible for labor and employee relations programs, including assigning work, managing performance, setting priorities, and providing strategic direction; Reviewing and evaluating staff work products involving disciplinary and adverse actions, performance matters, grievances, and labor relations issues; Analyzing and interpreting collective bargaining agreements for prospective changes and negotiating agreements with federal labor organizations; And Drafting disciplinary and adverse action documents for executives and other managers to issue to subordinate employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
