What you'd do

The Voluntary Services Officer is responsible for supervising and managing the coordination of the day-to-day activities of the Center for Development & Civic Engagement/Voluntary Service and assisting with various support activities for the Public Affairs and Community Outreach Programs throughout the VA Maryland Health Care System.

Major duties

Duties to include but not limited to: Plans and performs evaluations for all subordinate staff, making changes in activities and program emphasis as found indicated by the evaluation. Provides guidance and supervision to the Voluntary Service Specialists and Program Specialists at three medical centers. Supervises and manages the recruitment, screening, selection, assignment, and if necessary, dismissal of volunteers. Responsible for managing, coordinating, evaluating, and reporting on the effectiveness on the health care system's Center for Development & Civic Engagement Program. Responsible for managing and supervising the following specialized programs for the health care system: Escort Program at the Baltimore VAMC; Compassionate Contact Corps; Fisher House Program at the Perry Point VAMC; The Shadowing and Observation Experiences by Students Program (mandated by the Johnny Isakson and David p. Roe. M.D. Health Care and Benefits Act of 2020); The Volunteer Transportation Network (VTN) at the Baltimore, Loch Raven and Perry Point VAMC's and the Glen Burnie VA Outpatient Clinic The new State Veterans Home at the Perry point VA Medical Center. Responsible for developing, managing, and coordinating a CDCE program that meets the needs of the health care system and involves utilization of community resources. Coordinates the agenda, VAMHCS management participation, and leadership presentations for the quarterly VA Voluntary Service (VAVS) Committee meetings. Ensures compliance with all applicable Joint Commission standards for VHA volunteers, to include maintaining the official volunteer personnel files. mandated training records, assignment guides, competency and performance assessments, and other applicable role-specific documentation. Responsible for accurately maintaining and documenting all donations in the VA's enterprise-wide system of record for contributions to the agency and complying with national, VISN and local audits as requested. Responsible for the full scope of fiscal management and accountability for the office, including the preparation of an annual operating budget. Responsible for the planning. design and development of each volunteer role and the work to be accomplished, often requiring customization to accommodate a specific population or special needs of a volunteer. Responsible for the education and training of all VHA, VBA, NCA and other authorized VA program staff on the effective use of volunteers, donations, and the management of strategic partnerships to ensure compliance with all policies, procedures and regulatory parameters that govern such activities. Develops short and long-term strategic and operational planning, to successfully support the established values, mission, and general objectives of the organization. Establishes local policies and procedures for the strategic utilization of volunteers and community partnerships across the health care system. Conducts thorough and exhaustive research on potential community partners to determine suitability for development of non-monetary partnership agreements. Writes and supervises the preparation of all statistical and narrative reports required by the VAMHCS, VISN 5 and the CDCE Program in VA Central Office. Manages the gift and donation program for the health care system and is responsible for conducting periodic reviews and making recommendations to increase revenue to support patient care needs by establishing new partnerships and building new donor relationships. Represents the VAMHCS at meetings within the community and at other organizations and institutions. Serves as a VAMHCS spokesperson for the local and nation media for volunteer and gifts and donations programs. Work Schedule: 8am-4:30pm, Monday-Friday Compressed/Flexible: Compressed schedule available as determined by agency policy. Telework: This position may be authorized for Ad-hoc telework. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, scheduling, executing special events involving community leaders, staff and visitors; Developing and proposing policies and innovative programs governing voluntary services; Managing general post fund accounts and other financial accounts; Volunteer management, strategic fundraising, and philanthropic engagement to develop key community relationships, and leverage community support and advocacy; Understanding of all laws, VA policies and procedures, regulations, accrediting bodies for health care organizations, and precedents applicable for the administration of volunteer programs, execution of fund development activities, and establishment of strategic community partnerships. Making presentations for diverse audiences and varying sizes from small meetings to large conferences. Preferred Experience: Extensive knowledge of a wide range of concepts: principles, and practices of VA volunteer management, strategic fundraising, and philanthropic engagement to develop key community relationships, and leverage community support and advocacy. Experience using the online CDCE portal to track volunteer hours, process volunteer applications, and update community/organization membership status. Direct experience applying VHA Directive 1620 and VHA Directive 4721 governing the solicitation, acceptance, and accounting of gifts and donations. Experience directing a comprehensive program of volunteers, Veteran Service Organizations, and community partners in a clinical or hospital setting Experience with the VA purchase card program. Exceptional oral and written communication skills with diverse populations: and experience giving presentations Accomplished effective project management and event planning, sound judgment and decision making, and effective team management skills necessary.
