What you'd do
This position is at various Bureaus/Offices at the Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. SELECTED CANDIDATES MAY BE APPOINTED AT THE WIRELESS TELECOMMUNICATIONS BUREAU (WTB) OR THE OFFICE OF ENGINEERING & TECHNOLOGY (OET).
Major duties
The purpose of this position is to provide expert automation and web development support to the Bureau. The position enables the web distribution of technical information, data, applications and services supporting wireless spectrum management and analysis in the Bureau. The incumbent will specialize in Internet planning, analysis, design, development, configuration, integration, implementation and maintenance. Incumbent is responsible for one or more functional areas or key applications and is considered an expert in web technology and design. Incumbent leads projects that impact the Bureau which includes advising management and staff in the use of Internet technology, Internet suites of pages, new software, technologies, and system configurations. This work will ensure that the Bureau's responsibility to collect, use, and disseminate data is consistent with the goals and objectives of the Agency, and that the Bureau's data policies and processes are in alignment with the Commission's policies.

IN ORDER TO BE DEEMED AS QUALIFIED, CANDIDATES MUST MEET THE QUALIFICATION CRITERIA AS DESCRIBED BELOW. QUALIFICATION CRITERIA SME REVIEW Individuals must have IT-related experience demonstrating each of the competencies listed below. SME's will be conducting a scored structured resume review to determine if candidate's resumes demonstrate all required competencies as outlined below. To be eligible for referral to the selecting official, candidates must receive a score of at least 93. GS-11 At the GS-11 grade level, candidates must meet the required OPM GS-2210 competencies in addition to the FCC specific job competencies in order to be deemed as qualified. OPM GS-2210 Competencies 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. FCC Specific Job Competencies 1. Knowledge of project management concepts, such as Agile and Scrum methodologies, automated project tracking tools, and software development processes sufficient to participate in project planning, monitor assigned work, track project status, and support successful implementation of information technology initiatives. 2. Knowledge of systems development life cycle methodologies, including requirements gathering, systems analysis, software testing, implementation, and post-implementation support sufficient to participate in information technology projects. 3. Skill communicating orally and in writing with technical specialists, managers, contractors, and nontechnical users to explain technical information, gather requirements, prepare documentation, provide training, and resolve routine technical issues. 4. Familiarity with data analysis, tools for reporting and data presentations including geospatial database attributes, features, layers, automated processes, data structure, and mapping. GS-12 At the GS-12 and GS-13 grade levels, candidates must meet all of the GS-2210 OPM competencies listed above in addition to the following competencies: Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Information Management - Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. GS-12: FCC Job Competencies 1. Knowledge of project management concepts, such as Agile and Scrum methodologies, automated project tracking tools, and software development processes sufficient to participate in project planning, monitor assigned work, track project status, and support successful implementation of information technology initiatives. 2. Knowledge of systems development life cycle methodologies, including requirements gathering, systems analysis, software testing, implementation, and post-implementation support sufficient to participate in information technology projects. 3. Skill communicating orally and in writing with technical specialists, managers, contractors, and nontechnical users to explain technical information, gather requirements, prepare documentation, provide training, and resolve routine technical issues. 4. Mastery knowledge of and skill in applying all aspects of software development, including software languages, technologies, software methodologies and best practices to development tools, visualization, production, and hosting environments. 6. Knowledge of project management functions, principles and theories, methods and practices, tools, techniques to carry out complex assignments and develop new methods and approaches.
