This position is located at Bureau of the Fiscal Service, Office of Payment Operations. As a Supervisory Non-Receipts Specialist, you will supervise employees who process ACH non-receipt claims for a variety of Federal Program Agencies.

Major duties

As a Supervisory Non-Receipts Specialist, you will: Plan, organize and oversee the activities of the ACH Non-Receipt Technicians, Senior ACH Non-Receipt Specialists, ensuring that financial institutions comply with the regulatory requirements and meet the needs of the Federal Program Agencies. Plan work for accomplishment by subordinates, set and adjust short term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provide guidance and training in collection related areas to all Inquiry and Reconciliations Section employees, as well as handle escalated calls involving potential fraud or uncooperative financial institutions. Ensure continuous service improvement through training efforts covering such topics as research and analysis, financial institution education, customer service as well as delivery of on-the-job training.

What you need to qualify

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized Experience for the GS-11 you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as: Researching and applying policy and procedures in order to assist or participate in conducting claims research analysis and making recommendations to improve work processes and programs. Examples of such experience could include: - Processing ACH (Automated Clearing House) non-receipt claims for variety of agencies; OR - Assisting or leading projects in a customer service environment; OR - Gathering supporting information to analyze workflow; assist in changing workflow, and work assignments; OR - Communicating effectively with internal and external customers at all levels. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. or LL.M., if related - You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09 level for 52 weeks.
