What you'd do
The Supervisory Health Care Education Specialist position serves as the Designated Learning Officer assigned to the Hospital Education Department at the VA Connecticut Healthcare System. The position reports to the Chief Nurse of Education and Learning Resources, and performs a variety of supervisory and analysis work.
Major duties
Major duties include but are not limited to: Supervises education staff performing work at various levels. Provides administrative and personnel management functions. Resolves complaints, develops improvement plans, and conducts performance reviews. Provides project management support of learning initiatives for a medical center. Develops administrative policies for the conduct of program operations. Maintains budget formulations and fund control points. Participates in committees, focus groups, and represents an Education Service on special projects. Submits reports to higher level leadership advising on management issues and making recommendations for improvements. Collaborates with program managers, developing, adapting, and implementing educational programming. Oversees compliance to agency, accreditation organizations, and other local, state, and federal regulations, in cooperation with department and facility leadership. Investigates complex stakeholder and customer service issues that require in-depth review and expert knowledge of education and learning resources. Makes modifications to processes based on assessments of customer service recovery issues. Work Schedule: Monday-Friday, 7:30am-4:00pm Telework: Not available Virtual: This is not a virtual position. Position Description/PD#: Supervisory Health Care Education Specialist/PD689-04169-0 Pay: Competitive salary and regular salary increases. Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA. Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement).
What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. (This is separate from your experience and is mandated by statutory and regulatory requirements.) For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and education as described below: Individual Occupational Requirements: You must meet one of the basic requirements below. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR, Combination of education and experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervising or leading a team of employees, setting performance expectations, and conducting evaluations; Coordinating educational programs within a healthcare system; Experience with professional development training and education; Implementing policies, procedures, and quality assurance measures; Conducting program evaluations and statistical reporting; Managing budgets; Facilitating interdisciplinary collaboration. You will be rated on the following Competencies for this position: Communications Computer Skills Employee Development Manages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. The employee sites comfortably to do the work. However, there may be some walking to (other sites, buildings or services within the medical center), standing, or carrying of light items such as manuals or files. The work does not require special physical demands.
