Supervisory Human Resources Specialist
What you'd do
This position is located in the Executive Office (EX) of the Under Secretary for Economic Affairs (E) and supports executive direction across the E Family, including human resources (HR), budget and fiscal operations, general services, and information technology management. Serves as a senior HR leader, directing, and managing comprehensive human resources services for the Bureau. More information on the E family can be found here.
Major duties
Serves as Senior HR advisor to E-Family managers and employees on the application of human resources laws, regulations, and policies, providing comprehensive advisory and technical services across a full range of HR functions and work practices. Analyzes proposed organizational and operational changes to assess impacts on HR programs and advises management on effective strategies for workforce management. Develops and analyzes HR data reports and dashboards to support workforce planning and informed decision-making. Oversees the work of a team by directing work of subordinate staff, evaluating work performance, participating in recruitment and staffing activities, managing employee relations issues, and identifying staff development and training needs. Performs on-the-job training, arranging formal training and overseeing all aspects of training of team members in all areas of Human Resources.
What you need to qualify
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying human resources policies and procedures across a wide-range of HR functions (i.e., recruitment and staffing, classification, position management, and performance management). Experience analyzing and interpreting human resources data and workforce metrics to support workforce planining. Experience identifying and implementing process improvements to HR processes. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
